The meeting was called to order at 7:30 P.M. by Chairman Gerdis.
MINUTES.
Motion was made by Mr. Frank'Dobeck Jr., seconded by Mr.. Richard
Swanson and VOTED to approve the Minutes of'the meeting of -the
Charter Revision Commission on April 17, 1989 with the following
corrections:
Pg. 1,Section 1-2(d), change to section 1-3.
Section 10-4, Line 6'should only read Council.
Pg. 2, Section 10-10,'Delete the Chapter 8 comment and put it in
as a sidenote, to be used for reference.
Section 11-4(c), to read Mayor with approval of Council, in place of
Executive Board.
Pg. 3, section 12-2,Line 5, after development, add shall seek to
coordinate and take out (and shall seek and administer ;grants of reduced
interest, funding which shall affirm the best interests of the town).
section 13-2, Line 6, replace Mayor with approval of Council to (Said
Board or Commission) .
Section 13-6, take out Mayor with approval of - Council
Section 13-7, Line 2, Replace Mayor with approval of council to (with
approval of Mayor and/or Council).
Section 13-9, delete (shall submit a written report at least monthly
to . the Mayor) .
Section 13-10, take out (to Mayor).
Pg. 6, section 20-3; take out with approval of Mayor.

DELIBERATIONS
Historic Destrict Commission- Chapter 21'.
Section 21-3. Change to comply with State Statutes; (at all times
one or more members of the Commission or alternates,shall be elector:,
residents, .and property owners within the Berlin Historic District.)
This change occurs on Line 6, Page 33.
Line 12, Pg. 33; change last day of January to (First day of January).
Pg. 33, section 21-3, line 22, take out the following (of whom at
all times when the Commission is officially sitting at least three
(3) shdll be electors, residents and property owners of the Berlin
Historic District,).

Section 21-4, add to the end that the Commission is to act in
compliance with their own regulations and State Statutes.
Section 21-7, add (The Historic District Commission, may, by
following the procedure for creation of a Historic district,
provided for in Chapter 97 , section'4�-147(b) of the State Statutes,
chAnge its boundries,,create a new district, or add historic properties
from time to time.
Section 21-8, change Executive Board to (Mayor).
ROLE, OF THE.:COUNCII
1. The Town Council shall be the Legislative'Body of the Town of Berlin.
2. The Town Council will have 7 members, elected at large, for
a period of 2 years, with not moree-than 5.being-from--the same
political party.
3. A quarum will.consist of 4 members.
4. Establish that the Mayor is to be the Chairman of ' the Council.
a) The Chairman shall be a member of the Town Council without.
the right to vote, unless in the case of a tie.
5. A Mayor protem, shall be elected from the majority party, and
will serve as chairperson in the absence of the Mayor, to be
chosen _within.. days ..of being. sworn.in..
BASIC DUTIES OF THE COUNCIL
1. Shall be able"to introduce ordinances and resolutions to the Mayor...
2. Shall have the ability to call, a special meeting with 5 vote majority.
3. Shall have the abil ty t6 -.Call fdr, a referendum.
4. Shall -have the ability to add and/or delete from.the budget.
5. Shall have the ability to override a mayorial veto with a 5*vote
