TOWN OF BERLIN
A meeting of the Charter Revision Commission was held on Tuesday,
,qJ-�,ngme4r,�-9_9--]Nat 8:05 p.m. at the Berlin Town Hall. The following Com-
missioners were in attendance: Messrs. Cugno, E'shoo, Gandolfo,.Greatorex,
Pavano, Russak, Swanson, Mrs. Kearns, and Mrs. Ward.

Mrs. Ward explained that in accordance with Conn General Statutes
no substantitive work on the Charter could begin until a public hearing
was.held. Commissioner Gandolfo questioned the meaning of the word
"substantitive" and it was point out in the schedule prepared by the
Corporation Counsel, "as a practical matter, the first couple of meetings
are generally devoted to choosing a chairman, etc... as well as self -
education of the various forms of local government, neither of which
constitute substantitive work".
'After further discussion among the Commissioners it was moved
by Henry Russak, seconded by Attorney Cugno that Mrs. Ward be named
temporary chairman. All in favor.
The next order of business was to suggest the name of a recording
secretary. The name of Mary -Ellen Johnson was.proposed by Mr. Swanson
and seconded by Mrs. Kearns. Mrs. JOhnson served as recording secretary
at the last Charter Revision Commission and it was noted by the former
Commissioners who served on that Charter Revision that she had done an
excellent job. Commissioner Kearns was to contact Mrs. Johnson to see
if she would be interested in the job and to ask her to attend the
next meeting. All in favor.
. The discussion was opened in regard to what procedure should be
adopted to receive input from the electorate to the Commission. After
considerable discussion it was the concensus that this will be dis-
cussed at the next meeting.
Commissioner Greatorex requested the Chair to come back to the
next meeting with the amountofmoney voted on by the Finance Board
for operating expenses of the Commission.
A vote was taken as to what day of the week the meetings will
be held and the majority voted Mondays at 7:00 p.m. Dates will be
discussed at the next meeting which was set for June 10, at 17:00 p.m.
