1991-06-18CHARTER REVISION COMMISSION TOWN OF BERLIN A meeting of the Charter Revision Commission of the Town of Berlin was called to order at 8:45 p.m. in the Finance Board room at the Town Hall on Tuesday, JunMembers present were Messrs. Cugno, Swanson, Pavano, Greatorex, Gandolfo, Russak, Eshoo, Mrs. Kearns and Mrs. Ward. Corrections were made to the June 10, 1991 minutes. Change Catherine to Kathryn,.Mrssrs to Messrs and "a Memorandum he received from the Conn Public Expenditure -Council at his request" to"a Memorandum from Commissioner Greatorex to the Commission regarding forms of Government -of Connecticut Towns and Cities". The minutes with the above corrections were approved. OLD BUSINESS Commissioner Ward stated that Mrs. Busnarda had accepted the position as recording secretary; however, due to illness she was unable to attend this meeting. She will be at the June 24th meeting. NEW BUSINESS Discussion of the public hearing was held. It was noted that 13 interested :itizens attended the meeting. Chairman Cugno announced that he had invited Donald Goodrich of Portland, Conn.to our next meeting (June 24 at 7.:30 p.m.) Mr. Goodrich in his expertise on charter revisions will suggest for the Commission procedures to -be followed with the revision of the charter, speak with us regarding the different forms of government and answer specific questions from the Commissioners regarding the subject matter. For.future meetings two names were brought forward as experts in the field of Home Rule and municipal law. Professor Hill from UCONN suggested by Commissioner Greatorex and Janice Griffith from the Connecticut Bar Association suggested by Commissioner Pavano. They will be contacted at a future date to speak before the Commission. The intent of inviting experts in the field is to educate the Commissioners on the different types of government in Connecticut and,after public input. decide what will be the best direction to take for our Town in amending the Charter. All commissioners gave there views on how to proceed with the .amendments or revisions; Chairman Cugno.*summarized by saying: (a) we have discussed public input ala public meetings (b) four more public meetings to be held (c) bring in experts and speakers, as needed (d) consider public survey and ask for the cooperation of the women league of voters and VOICE to help in the dissemination of the material to the public Charter Revision Meeting - 2 -- June June 18, 1991 (e) invited testimony and (f) layout timetable and scheduled events There being no further business to come.before the meeting it was adjourned at 10:07 p.m. Res ectfully su mitted, 1,4 Joanne G.
