BERLIN CHARTER REVISION COMMISSION
August 1, 2016 – Regular Meeting
** APPROVED MINUTES **
The meeting was called to order by Chairman Paul Argazzi at 7:02 pm on Monday August 1, 2016 in
Caucus Room A of the Berlin Town Hall, 240 Kensington Road, Berlin, CT.
Those in attendance were:
Bart Bovee
Dennis Kern
Sam Lomaglio
George Millerd

APPROVAL OF MINUTES
Bart Bovee made a motion to accept the minutes from the July 21, 2016 Special Meeting as amended.
George Millerd seconded the motion.
Motion was approved 5 – 0.
DISCUSSION OF FINAL DRAFT OF CHARTER
Charter Revision Commission conferred with Town Council on July 26, 2016. Town Council meeting
minutes record this conference.
Bart Bovee made a motion to approve the final draft of the Charter as amended and forward said draft
to the Town Council. Sam Lomaglio seconded the motion.
Motion was approved 5 – 0.
The Commission discussed possible questions for the November election ballot. Proposed questions are
as follows:
1. Shall the proposal to establish a Board of Finance and authorize up to two budget referenda and
an automatic referendum for bonding ordinances over $5 million be adopted?
2. Shall the proposal to establish a partisan Board of Education be adopted?
3. Shall the proposal to directly elect the Mayor as part of a seven member Town Council be
adopted?
4. Shall the proposal to eliminate the residency requirement for the Town Manager be adopted?

5. Shall the proposal to establish term limits for members and officers of the Land Use Boards be
adopted?
6. Shall the proposed technical revisions to the Town Charter be adopted?
Dennis Kern made a motion to submit the 6 questions above to the Town Council. Motion was
seconded by Bart Bovee.
Motion was approved 5 – 0.
FUTURE EVENTS
Town Council will vote on the final draft of the Charter during their August 11, 2016 meeting.
Chairman Argazzi stated that the Charter Revision Commission has meetings scheduled on Monday
August 8, 2016 and Monday August 15, 2016 to finalize referendum questions for the upcoming
election.
ADJOURNMENT
Dennis Kern made a motion to adjourn. Motion was seconded by Bart Bovee.
Motion was approved 5 – 0 and meeting was adjourned at 9:15 pm.
