TOWN HALL • BERLIN, CONN.
POLLUTION CONTROL COMMISSION MEETING ~
Tuesday, January 5, 1981
7:30 P.M.
Present: Richard Dalidowitz, Richard Scalora, Alan Wiersema. .
The meeting was called to order at 7:40 p.m.
The following correction was made to the November, 1981 Minutes on page 1, regarding
the Manafort Dumpsite:
"Mr. Dalidowitz stated that the last DEP report on the Dumpsite did
evaluate the site ...,however, prior reports by the DEP did not
~valuate the site."
Having made all corrections, the November 1981 Minutes were accepted.
Mr. Dalidowitz stated that he had a meeting with Mayor Ward regarding the Com-
mission and its present membership status. Mr. Ward said he would look into
Mr. Dalidowitz's stated concern for one more permanent member of the Commission as well
as one alternate.
The Commission discussed meeting dates and decided to continu~ the meetings on
the first Tuesday of the rr~nth. No meetings will be held in July, August, and December
unless specifically called.
Deming Road Landfill - Richard Dalidowitz mentioned Mayor Ward's concern over
the pollution of Berlin's~wells and who is/was responsible. Mr. Dali~owitz said this
would be very difficult to find out for past problems but at pre~~nt ~there is a"cradle
to grave" record of all contaminated materials dumped.
Mr. Dalidowitz suggested the possibility of a Commission member attending a
meeting of the New Britain Water Commission in order to get some background.
Mr. Dalidowitz also mentioned a recent newspaper article which stated the
New Britain Common Council had approved $2,000 to fund an engineering study to deter-
mine who polluted and how badly is the water polluted (this study was included and re-
quired in the State's Order). Wells will be sunk and then sampled to determine the lev-
els of contamination and the effect on our wells.
Mr. Dalidowitz stated that he will get another analysis of thE~ water supply
for the Commission's next meeting in February.
Disaster Evacuation - This is a concern of Mayor Ward -- what plan, if any, is
in effect should there be a disaster e.g. a fire breaks out in the bulk storage at
Stan Chem. Richard Scalora stated thatt~e Town's fire department does have a master
plan of all major manufacturers in Town. Also, each fire truck has a direct line to
Washington, D. C. regarding hazardous waste and possible disasters.
A1 Wiersema gave a brief summary of the maps he is plottino with all of the Town's
potentially hazardous waste companies.
The Commission briefly discussed the continued interest in educating the public
regarding pollution. All members felt it was necessary to have further discussions before
taking any action.
