1981/04/07TOWN OF BERLIN TOWN HALL • BERLIN, CONN. POLLUTION CONTROL COMMISSION MEETING Tuesday~ April 7, 1981 7:30 P.M. Present: Richard Dalidowitz, Alan Wiersema, Richard Sca:Lora, John Dennehy. The meeting was called to order at 7:30 p.m., in Roc~m 5 of the Berl in Town Hall, Berlin, Connecticut, by Mr. Dalidowitz. Mr. Dalidowitz presented for brief review a letter, dated March 12~ 1981, regarding Mattabassett Sewa~e Treatment :~lud~e. There were no comments. Mr. Dalidowitz then presented a letter, dated March 19, 1981, to Gregory Abrahamian, Executive Director to Mattabasset~ District, from Mayor Ragazzi regarding the proposed dumpin~ of slucige in the Christian Lane Land Fill. The Mayor recommended that "other alter- natives and solutions be pursued." The concensus of the Commission was that this issue is basically closed. Mr. Dalidowitz then opened discussion on State of Cc>nnecticut vs. Cit,y of New Britain. This is a pollution abatement c>rder by the State requiring the City of New Britain to cease accE~pting hazardous wastes at their Deming Road facility. In ordez~ to be licensed by the State of Connecticut as a registered landfill site New Britain was required to complete formal application. The City failed to meet the application deadline and was, therefoz•e, operat- ing an illegal dump site. New Britain now has to apply ~~s a new facility which will cost the City millions of dollars in upgrading expenses in order to meet State and Federal requirements. This is the Department of Environmental Protection's first actiori against a city or town on this issue. It was felt by all member~; of the Commission that this issue does not warrant direct actiori but nec- essitates close follow up. The Department of Ehvironmental Protection has to iravestigate ground and surface water contamination caused by hazardous wastes. These tests have to be completed on or before July 31, 1~81, and the ~ ommission needs to be sure this is done. . Inf ormati~~n should be gathered and kept on record with the C ommission with specific at- tention being paid to areas of contamination throughout the Town. Location of all past and present dump sites in the Town. A letter, dated January, 1981, from the Department of ~:nvironmental Protection to the Mayor noted a preliminary survey was presently being done to list all dump sites in the State of ConnE~ctacut which have been used for hazardous waste disposal. Notification of spills in the Town. According to Mr. Scalora two spills have occurred in the recent past. Mr. Daliclowitz stated that although the Commission was to be notified of an,y and all spills in the Town it had not be notified of these two particular spills. Mr. Dalidowitz requested that Mr. Scalora keep a log of any spills which occur in the future. Mr. Dalidowitz then read a letter, dated April 7, 1981, to Harry N. Jackaway, Esq., Corporation Counsel for the Tc~wn of Berlin, from Richard Dalidowitz, Pollution Control Commission c~f the Town of Berlin, regarding a list of chemicals from Stan Chem. According to +he let-ter an envelope was delivered that morning to the home of Mr. Dalidowitz by Carol Yurewitz, a member of CitizE~ns for the Environment and CCAG, and given to Mrs. Dalidowitz. That after- noon a phone call was made to Mr. Dalidowitz stating th.at he should not have this envelope as it was a list of chemicals from Stan Chem. Subsequently Mr. Dalidowitz forwarded the u.nopened en- velope to Mr. Jackaway stating all of these facts in or~der that it be returned to its correct owners. Mr..Dalidowitz then reported that he received a phone call that afternoon from Rebecca Doty, President of CCAG, indicating she was unaware that Mr. Dalidowitz had received the envelope but knew that some effort had been made to dispose of this list. She stated that this was a unilateral action by Ms. Yurewitz and was not sanctioned by CCAG. Discussion continued regarding Stan Chem developments. Mr. Dalidowitz mentioned that he was asked to referee some tests which were to be done at the site of Stan Chem by Elizabeth Coale. Mr. Dalidowitz turraed Ms. Coale down as an individual but suggested that she formally request the Commission to act as referee and that the request would be taken up at the Commission's :meeting. It is im~?erative to know exactly what is being looked for. This does not pertain to Stan Chem alone but all industries throughout the Towri. The Commission members all agreed that it is essential to be objective. The ~ommission agreed to f ollow up on small and lar~;e indus- tries throughout Berlin which may have hazardous waste. Mr. Dennehy will call Barry Girous, Department of Ehvironmental ProtE~ction's Solid Waste Department, to obtain a list of hazardous wa:~te genera- tors in Berlin or those industries which would emit solvE~nts or discharge water into Berlin waterways. Once this list h~.s been secured it was the concensus of the Commission to send a letter to these various industries inf orming them of the Commission's concern regarding hazardous waste and asking for informat;ion about their individual businesses. It was further agreed by tY~e members of the Commission to obtain the results of all tests which have been made in the past on water in Berlin by various State~ and Fed- eral agencies to be kept on record with the Commission. Alan Wiersema agreed to make a map of water sources (wells, aqua- fers) in Berlin with an overlay of dump sites for the Commission's future review and study.
