POLLUTION CONTROL COMMISSION MEETING
Tuesday, May 5, 1981
7:30 P.M.
Present: Richard Dalidowitz, Alan Wiersema, Joh~ Dennehy,
Richard Scalora~ John Stanton.
The meeting was called to order at 7:36 p.m.~ in Room 5 of the
Berlin Town Hall, Berlin, Connecticut. by Mr. Dalidowitz.
Mr. Dennehy reported that he spoke with Wes Winterbottom from
the Department of Environmental Protection and requested that
copies of the DEP's list of hazardous waste generators i~~ Berlin
be sent to him along with any other pertinent information.
Mr. Dennehy reported that during his conversation with
Mr. Winterbottom it was disclosed that there was a compa.ny in
Berlin by the name of JDM Metal Plating which set up bus:iness
and began discharging hazardous wastes without having a;~ermit
to operate. Mr. Winterbottom also mentioned that Rowland Pro-
ducts is one of the largest dischargers of hazardous waste and
that Emhart is in the process of obtaining permission to dis-
charge into the sewer system.
Mr. Dennehy stressed Mr. Winterbottom's eagerness a~t discus-
sing the various aspects of DEP's work regarding the dis<:harge of
hazardous wastes and his positive response to the Commis:~ion's
interest in what the DEP is doing in this area and its dE~sire to
work cooperatively. Mr. Dennehy suggested having Mr. Wiriterbottom
speak at the Commission's next meeting.
Mr. Dalidowitz stated that he had had a discussion v~rith
Mr. Win terbottom at a meeting in New Britain previously and one
of the points raised was the incompatability of hazardou;; waste
dumping in landfills and wells within close proximity of such a
landfill i.e. Sportsmen's Well. Mr. Dalidowitz stated hi_s inter-
est in having Mr. Winterbottom go with the Commission members on
a tour of.all the Town's landfills and test wells which ~re lo-
cated in critical areas of landfill sites.
Mr. Wiersema reported that it has been quiet in the area of
Stan Chem and that he hasn't noted any odor on a routine basis.
Mr. Wiersema also mentioned that a meeting and/or demonst:ration
was being called at 7:30 p.m., May 6, 1981, at the entran.ce of
Stan Chem. It was suggested that the main reason for this meet-
ing was to rekindle interest in this issue so that it won.'t die.

It was agreed that the most effective position the Commis-
sion could take is to continue to closely monitor the S~:an Chem
situation. to approach Stan Chem to see if something cari be
worked out should the odor problems arise again,and to a~ct as a
moderator between the citizens and Stan Chem.
Nir. Dalidowitz will contact Mr. Winterbottom to arr•ange a
tour beginning at the Deming Road landfill at 6:30 p.m.,
June 2, 1981.
AZr. Dalidowitz discussed New Britain's concern in completing
Steps 3 and 4 of their July 31 deadline. New Britain wa.nts to
cover the area of the landfill with some dirt, slope it off,and
get rid of the odor in order to satisfy the order as quickly as
possible. Berlin needs to be very careful that this sit;uation
isn't swept under the rug especially if there is some damage to
the aquafer. It is imperative that if damage has been d.one lia-
bility must be f ound.
Mr. Dennehy asked whether anything can be done about the con-
tamination of the Sportsmen's Well. It was suggested th.at some
of the water be drawn out of and moved away from the well to see
what level of contaminated ground water, if any. replaces the
water drawn off .
Mr. Dalidowitz also mentioned a recent Board of Finance
meeting at which a recommendation was made by two citizens that
Berlin use its Federal Revenue Sharing allotment to purchase the
40-acre Cooley land in order to preserve the Bicentennial well.
Mr. Dalidowitz suggested some research be done over the next sev-
eral months with regard to the recommendation's f easibility and a
possible position being taken by the Commission.
Mr. Dalidowitz reported that under the Freedom of Informa-
tion Act the l~iinutes of the Commission's meetings must be avail-
able for the public's inspection. Therefore, the Minutes will
be made available as soon after the Commission's meeting as pos-
sible but will not be approved until the Commission's next meet-
ing .
The Nanaf ort dumping on Route 72 was briefly discussed and
the possible restrictions on this dumping.
The April 7, 1981~ Minutes were accepted as written.
