1981/07/07~f'OWN OF BERLIN TOWN HALL • BERLIN. CONN. POLLUTION CONTROL COMMISSION MEETING Tuesday, July 7, 1981 7:30 P.M. Present: Richard Dalidowitz, John Stanton, and Richard Scalora. The meeting was called to order at 7:57 p.m., in Room 5 of the Berlin Town Hall, Berlin, Connecticut, by Richard Dalidowitz. Corrections to June 4, 1981, minutes are as follows: Deming Road Landfill - line 3 should read "ron- mental Protection. The consensus of the Commis- sion was that a portion of the Landfill" Christian Lane Site - line 1 should read Mr. Dalidowitz stated that Manafort received" Having made the appropriate corrections, the Minutes of the June 4, 1981, meeting were accepted. Old Business. Deming Road Industrial Landfill is officially closed. By July 31, 1981, New Britain must submit for review and approval to the Commissioner an engineering report which would in- vestigate the extent of ground water, surface water and soil con- tamination and will probably be one of the determining factors as to what will eventually be done at the Deming Road site. Mr. Dalidowitz will contact Wes Winterbottom, from DEP, around the first of August to find out if he received the report and what the latest information is. Stan Chem - Everything has been quiet with regard to Stan Chem and Richard Scalora will check with the Police to see how many, if any, complaints have been received by the Police regarding Stan Chem. New & Other Business. Richard Scalora reported that there have been four spills in Berlin's streams. The last two which they have traced are from New Britain they feel. Stan Chem filed the com- plaints on these spills. Discussion followed regarding the inter- connection of all the streams in and around Berlin and how they connect making the origination of a spill difficult to locate. Mr. Dalidowitz asked if there was any law on the books in Berlin regarding penalization of those found flagrantl.y discharg;ing hazard- ous wastes. John Stanton said he would find out if such a law existed and if not what the possibilities are of passing such an ordinance. Discussion followed regarding this type of discharge done. by the typical homeo-wner, etc. and where the costs are incurred for its clean up.
