POLLUTION CONTROL COMMISSION MEETING
Tuesday, October 6, 1981
7:30 P.M.
Present: Richard Dalidowitz, Dr. Chotkowski, Alan Wiersema,
Richard Scalora.
The meeting was called to order at 7:40 p.m.
The September, 1981, Minutes were accepted as read.
Reports of Topics by Commission members -
1. No spills have occurred in Berlin was noted by
Richard Scalora. Discussion followed regarding a~ossible Town
ordinance fining those individuals or companies which have haz-
ardous waste spills. Dr. Chotkowski mentioned that a public
health statute may cover this issue. Further discussion centered
around clean-up procedures and their expenses.
2. New Britain Landfill. Richard Dalidowitz stated that
he had called a spoken with Pat Bowe, Hazardous Materials Section
regarding the State order No. HM4 issued by Hazardous Materials
Management Unit. New Britain still must submit an engineering
report which is to include an implementation schedule for correct-
ive action. Mr. Dalidowitz said that because of funding problems
the Hazardous Materials Section is just hanging on and is not ex-
erting much pressure on New Britain. Mr. Bowe said that they
would put pressure on New Britain, however, if it was a severe prob-
lem to Berlin.
Dr. Chotkowski mentioned the possibility that problems and
situations such as the New Britain Landfill may be reverting back
to the towns from the state and federal levels.
3. A1 Wiersema gave his report on the Water Supply Study which
he has been working on with the help of Morgan Seelye and the
Connecticut Central Regional Planning Commission. A1 has plotted
on a Town map such things as a) aquifers, b) water supplies,
c) higher & more dense areas of the aquifers where wells are sunk,
and d) known hazardous waste sites according to the Connecticut
Planning Agency. He plans on continuing this project by mapping
out possible hazardous waste sites after making a townwide survey
and updating information on such locations from the State.
4. Richard Dalidowitz read a letter from the Department of
Environmental Protection regarding the Manafort Dump site. Accord- '
ing to the letter the DEP does not feel that the dump site has
been brought.up to DEP requirements.

NEW BUSINESS
In order for the Pollution Control Commission to review its
goals for the coming year and discuss the possibility of becomino
involved with Planning Commission hearings, etc., it was decided
that the Pollution Control Commission should be put on the Plan-
ning Commission's mailing list so that it will automatically and
before the meetings are held, receive notices of upcoming meet-
ings and their agendas. Discussion folloa~ed regarding the Plan-
ning Commission's approval of new developments which may nollute
surroundine aquifers, etc. This area may be of major interest
to the Commission.
Stan Chem - A1 Wiersema is interested in going back to see
what they have done to get rid of the smell. Dr. Chotkowski
asked about other polluting industries in Berlin. Further dis-
cussion followed which was then tabled until the November, 1981
meeting.
Having no further business, the meeting adjourned at 9:10 p.m.
The next Pollution Control Commission meeting is scheduled for
Tuesday, NoVember 3, 1981, at 7:30 p.m. in Room 5 of the Berlin
Town Hall, Kensington, Connecticut.
