The meeting was called to order at 7:40
p.m, by R. J. Dalidowitz, Chairman
The Minutes of the October_ 18, 1982,
meeting were accepted as written.
With regard to the contamination of the
Elton Road test well, Richard Dalidowitz
acquired and made available to the
Commission literature on i:he effects and
potential for carcinogenir.ity of tri-
chloroethylene, published by the Depart-
ment of Labor, Occupational Safety &
Health Administration, th~ U.S. Depart-
ment of Health, Education & Welfare, and
the American Industrial H~~giene Associa-
tion Journal.
determine where this well"s water comes
from, and to try to determine what areas
of the Town will be servec~ by this well.
The most recent test resu~ts on the well
were characterized by the Town Engineer,
Morgan Seeley, as borderline. The state
of Connecticut test showed only 11 parts
per billion, while a test performed by a
private laboratory showed 33 parts per
billion. The Town Engineer indicated that
he is leaning toward blending as a method
of curing the problem. Other possibilities
are aeration and carbon ak~sorption.
Alan Wiersema agreed to attempt to trace
the recharge area for the well to

letter to the mayor statirig the Commission's
questions and concerns ovsr the problem
with the well, amongst wh~ch are how much
has been invested to date in the new well,
how important is the new well, what are
the relative costs and efi=ectiveness of
the various means of curirig the problem,
what efforts have been ma~ie to find ~he
source of the pollution, v~hat assurances
are that the level of pol]Lution will not
increase after the well i:~ operational,
etc.
