MINUTES - APRIL 18, 1984 MEETING

The meeting was called to order in Room 9 at Town Hall at '7:30 PM.
The minutes of the previous meeting were accepted as read.
REGULAR MEETING DATE:
Due to scheduling problems, the date for the Commission's regular
monthly meeting has been moved to the last Wednesday of each month. No
me~tings will be planned during the months of Jun~, July, August and
December. All meetings will start promptly at 7:30 in Raom 5 at Town
Hall.
MATTABASSETT ASH DISPOSAL SITE:
Corr~spondence has been receiv~d from Christian Bratina, Plant
Superintendent of the Mattabassett District, dated Mar~h 29, 1984,
which addresses the Commission's queries on whether radioactive and
other exotic chemicals are present in the incoming waste str~am. Mr.
Bratina indicated that the Connecticut DEP will sample p.lant influent
and test for radioactivity and other exotic hazardous compounds.
Results from this testing are expected during the latter part of May
or early June.
Discussion followed concerning sampling and analysis of l~achate from
the ash landfill. Richard Dalidowitz suggested that the Mattabassett
District periodically perform a statistical analysis on the concentra-
tion values of certain key hazardous chemicals present in th~ leachate.
Such an analysis is generally required for hazardous waste sites by
the R~sources Conservation Recovery Act (RCRA) and would indicate
when, in fact, significant changes in the leachate were occurring.
Such a method is the Student T-Test which is used to determine the
significance of a change between the initial background value and
subsequent measurements. Such measurements would be made on a semi-
annual basis. This analysis would alert the Town to potential contamina-
tion problems and allow the Mattabassett District to take appropriate
action before significant pollution occurred.

COORDINATION WITH INDUSTRIAL DEVELOPMENT COMMISSION:
Dr. Chotkowski suggested developing a better liaison with those
parties in town involved with industrial development. Such communication
would hopefully allow the Commission to assess the possibility of
wh~ther hazardous waste would be discharged or handled by a potential
manufacturer or business. Such an assessment, performed well before
actual manufacturing began, would prevent unnecessary and embarassing
situations such as th~ Easco hearings, protect residents in the
surrounding area, and simply be good planning. Dr. Chotkowski agreed
to pursue this matter further.
The meeting was adjourned at 8:45 PM. The next meeting will be held
on May 30th at 7:30 PM in Room 5 at Town Hall.
