POLLUTION CONTROL COMMISSION
MINUTES - SEPTEMBER 26, 1984 MEETING
MEMBERS PRESENT: Roman Baldyga, Frances Brautigam,
Dr. L. A. Chotkowski, Richard Dal:idowitz.
The meeting was called to order in Room 5
at Town Hall at 7:30 PM.
RESIGNATION: The resignation of Norman K. Johnson from
the Commission effective September 12, 1984
was noted. Norman anticipates an appointment
to the vacant position which exists on the
Commission on Aging.
MATTABASSETT LANDFILL: A recent article in the August 31st issue
of the "Environmental Reporter" cited the
decision of acting EPA District I Federal
Adm~nistrator Paul Keogh who ruled that
Mattabassett bid documents for the new waste
treatment plant project were ambiguous and
adversely affected "fundamental federal pro-
curement principles". What e.ffect this
ruling may have on the Mattabassett Project
is unknown at this time to the Commission.
Discussion also centered on what effects
any delay in the construction of the new
treatment facility would have c~n the ash
composition being landfilled in Berlin. How-
ever, it was agreed that the ground and
surface water quality monitoringr as speci-
fied in the preliminary draft permit on
this subject would provide adequate safe-
guards to prevent any water quality damage.
Roman Baldyga will obtain information on
the status of the site preparation for the
Mattabassett solid waste disposal area
adjacent to Route 72.

QUESTIONNAIRE:
ELTON ROAD WELL STATUS:
COMCOAT PLASTICS:
A preliminary draft of the questionnaire '
will be ready for the October meeting.
Roman Baldyga will follow up on the status
of the Number 3 Well at this location and
obtain copies of routine water analyses per-
formed on the other two wells. There is
concern about the level of TCE (Trichloro-
ethylene) in the water pumped from these
wells.
Dr. Chotkowski provided an upd~te on the
soil and water contamination whi<,h is being
investigated at the former Comcoat Plastics
site on Brickyard Lane. Soil contamination
near the building was negligible. Containers
on the site contained waste composed primari-
ly of organic solvents - ketones, alcohols
and esters. The State Health Department is
investigating whether contamimation to
private wells in the area has occurred. Dr.
Chotkowski will continue to fol.low up on
this matter.
The meeting was adjourned at 8:07 PM. The
next meeting will be held on October 24th
at 7:30 PM in Room 5 at Town Hall.
