1985/03/27~ MEMBERS PRESENT: POLLUTION CONTROL COMMISSION MINUTES OF MARCA 27, 1985 MEETING Frances Brautigam, L.A.Chotkowski, Richard Dalido- witz and Richard Narus. The meeting was called to order ak 7:40 PM in Room 6 at Town Hall. The minutes of the February 27th meeting were accepted as read. OLD BUSINESS: Industrial Questionnair~: Jeffrey Cugno was at the meeting to explain the logistics involved when a company expresses interest in locating in Berlin. From the ensuing questions and discussion, it was concluded that the questionnaire could probably be integrated into the system in either of two ways - 1} linked to the Connecticut DEP Environmental regulations which require permits to install and/or operate industrial processes or 2) through the town's building inspector and/ or building permit system. It was agreed that the latter method appears more reliable and easier to implement. R. Dalidowitz will follow through on this. Groundwater Protection: According to Jim Murphy of the Connecticut DEP, the typical local ordinance governing groundwater protection is either inadequate, mis-directed or unenforceable. Mr. Murphy is pres~ntly developing a series ~of guidelines for communities to follow in order to develop effective qroundwater protection regulations. When completed, the Commission will rec~ive a copy of this information. Questions followed about the location of Berlin's aquifers, the quality of water in these aquifers and the frequency of sampling and analyses far contami- nants in the town's drinking water. It was also noted that septic tanks in a npw residential housing development will be located relatively close to the Kensington Fire District Well located off the Chamberlain Highway. Specific information about this situation will be obtained and this topic will be discussed at the next meeting. ~ Page 2 POLLUTION CONTROL COMMISSION MINUTES OF MARCH 27, 1985 MEETING MATTABASSETT LANDFILL: Grading and preparation of the landfill site is in progress. Christian Brattina of the Matta- bassett District will be contacted in arder to learn when the District plans to begin using this site. Aaving no further business, the me~ting was adjourned at 9:05 P~I. The next meeting will be held on April 24th at 7;30 PM in Room 6 at Town Hall.
