1985/05/29POLLUTION CONTROL COMMISSION MINUTES OF MAY 29, 1985 MEETING MEMBERS PRESENT: Frances Brautigam, L.A.C~otkowski, Richard Dalidowitz and Richard Narus. The meeting was called to order at 7:42 PM in Room 6 at Town Hall. The minutes of the March 27th meeting were accept- ed as read. The April 24th meeting had been cancelled. OLD BUSINESS: Industrial Questionnaire: Will be implemented initially through the Building Inspector's Office (E.Carlson), Any commercial/ industrial party planning, to build or expand in Berlin will be requested to complete the question- naire which will be forwarded to the Commission for review. Mattabassett Landfill: According to Christian Brattina, the site prepara- tion (grading, filling, fencing, etc.) contract has been awarded and this work should be completed in the late summer. Upon completion, the site must then be inspected by the Sol.id Waste and the Water Compliance units of the DEP. The latter must also provide a permit to discharge. Matta- bassett is concerned because no background water samples have been taken to date. Complicating the situation is the fact that the Skinner Valve Division on Edgewood Avenue is discharging 43,000 gallons of inetal finishing waste pE~r day into a stream which passes near the landfil:L site. Matta- bassett fears that this discharge may degrade the groundwater in the landfill are~a creating a "muddied" liability situation. ~~~~~,--' ~ ~ ~ ~~ POLLUTION CONTROL COMMISSION MINUTES OF MAY 29, 1985 MEETING Carabetta Land Develo ment: The residential development propose~ by Carabetta Enterprises for South Kensington was discussed. The Commission's position on land development in any area where groundwater is an important consid- eration remains unchanged and can be summarized as follows: 1. Zoning should require the lowest possible population density~ ' 2. Sanitary sewers are strongly rer.ommended. 3. The land buffer between Wells and the Devel- opment should be more than adequate rather than the minimum required by law. 4. Should cluster zoning be approved, the "open space" should b~ protected through a mechanism such as a land trust. The Commission urges that careful consideration be given to any large scale development in South Kensington where a large portion of the Town's productive water supply is located. Having no further business, the meeting adjourned at 9:15 PM. The Commission's next meeting will be held on September 25th at 7:30 PM in Room 6 at Town Hall.
