1985/09/25POLLUTION CONTROL COMMISSION MINUTES OF SEPTEMBER 25, 1985 MEETING MEMBERS PRESENT: L.A.Chotkowski and Richard Dalidowit:z. The meeting was called to order at 7:38 PM at Town Hall. With only two members in attendance, an informal session was held. SU1~Il+2ARY: The following items were discussed: Manafort Landfill - The remainder of the 13,000 cubic yards of oi,l soaked soil from the Northeast Utilities construction site in Hartford has been trans- ferred to the Manafort Landfill. A letter from Mayor Kingsbury to Stanley Pac, DEP Commissioner, was presented by L.A.Chotkowski. A capy of that letter is attached. Two important points, not mentioned in the Mayor's letter, shou.ld be noted for the record: j• The Commission is disappointed with the manner in which this matter was handled by the DEP without first consulting or notifying local officials. And, 2. The Commission's opinion is that although environmental damage is probably remote, the intended strategy of smother~.ng the underground fires is highly questionable. This rationale was advanced by the DEP when asked why the waste was relacated to Berlin in the first place. Industrial QuestionnairP A copy of the Industrial Pollution Questionnaire was sent to Emil Carlson, Town Building Inspector, with a cover letter dated 7/16/g5, Whether this questionnaire is successful and produces the valuable and necessary in:Eormation intended now depends on whether the Bu:ilding Department utilizes it. Certainly its usage will be an indicator of whether environment~l impact is a consideration in the development E~quation. - 2 - POLLUTION CONTROL COMMISSION MINUTES OF SEPTEMBER 25, 1985 MEETING Groundwater Protection An update is required on the Mattabassett Ash Landfill and Carrabetta Development. Both have tne potential to impact on groundwat~r quality of Berlin and will be followed closely. Having no further business, the meeting was adjourned at 8:15 PM. The next regular meeting will be held on October 30th at 7:30 PM in Room 6 at Town Hall.
