2008-10-07REDEV Redevelopment Agency Meeting – 10/07/2008 REGULAR MEETING AGENDA BERLIN REDEVELOPMENT AGENCY Tuesday, October 7, 2008 240 Kensington Road Board of Education Meeting Room – 6:00 p.m. Minutes 1.Public Hearing on the Draft Redevelopment Area Plan for the Sherwood Mills Properties Redevelopment Project Mayor Salina called the Public Hearing to order at 6:04 p.m. Members present: Councilor Robert Dacey Councilor Robert McGee Councilor Stephen Morelli Councilor Rachel Rochette Mayor Adam Salina Councilor William Watson, III Absent: Councilor Joan Carey Mayor Salina stated that there is no audience present to address the Draft Redevelopment Area Plan public hearing. He explained that the Berlin Redevelopment Agency has heard at length about the plan. They discussed the purpose of the plan, the amount housing units that are proposed, and the commitment that CIL has undertaken to develop this project. Marty Legault, President of CIL, addressed the Agency. He stated that he appreciates the opportunity to come before this Agency and feels that everything that needed to be stated has already been done. He stated that if there are no questions he would defer giving a formal presentation. James Mahoney, Economic Development Director stated that both the Planning and Zoning Commission and the Housing Authority have given a favorable report on the project. Councilor Dacey asked if there is a tentative schedule for the project. Mr. Legault stated that the first step is waiting to hear from DEP on their remedial action plan proposal, which could take 3 to 9 months for approval. The next thing is getting their financing done. They plan to start the environmental remediation sometime in March and they will also be starting the first phase of construction. He feels it will be approximately 48 months to complete the Sherwood building project. The completion of the townhouses will depend on the rate of presales. 1/2 Redevelopment Agency Meeting – 10/07/2008 Mayor Salina stated that the state elected officials are aware of the project and hopefully they can be of some help with getting DEP to expedite its review. James Mahoney stated that the Brownsfield Pilot grant application has been submitted and they are currently responding to questions by the state. 2.Review of the minutes of the September 2, 2008 meeting. The commission will vote on at the next meeting. 3.Other Business James Mahoney stated that the next step is to approve the plan and send it to Corporation Counsel Weber and Bond Counsel Fasi for their review. The subsequent step is the authorization of the bonds simultaneously with the signing of the agreement between the Town of Berlin and CIL about the disbursement of funds and obligations of CIL. Next meeting will be on October 21, 2008. 4.Adjournment Councilor Morelli moved to adjourn the meeting at 6:14 p.m. Seconded by Councilor Dacey. Those voting in favor were: Councilor Dacey, Councilor McGee, Councilor Morelli, Councilor Rochette, Mayor Salina, Councilor Watson, III Vote being 6-0.
