1.Call to Order
Mayor Adam Salina called the Berlin Redevelopment Agency meeting to order at
6:30 p.m.
Those in attendance were: Councilor Joan Carey
Councilor Stephen Morelli
Councilor Rachel Rochette
Mayor Adam Salina
Councilor William Watson, III
Absent: Councilor Robert Dacey
Councilor Robert McGee
2.Adoption of Minutes – October 21, 2008
Councilor Morelli moved to adopt the minutes of October 21, 2008.
Seconded by Councilor Rochette.
Those voting in favor were: Councilor Morelli, Councilor Rochette,
Councilor Watson, III, Mayor Salina
Abstained: Councilor Carey.
Vote being 4-0-1. (MOTION CARRIED)
3.Public Hearing on the Draft Development Area Plan for the Sherwood Mills
Properties Redevelopment Project (Revised 10/20/2008)
James Mahoney, Economic Development Director presented an overview of the
revisions to the plan. He stated that the revised plan had to be submitted to the
Planning and Zoning Commission and the Berlin Housing Authority and they
have both approved the plan. A letter from the Housing Authority and a Notice of
Decision from the Planning and Zoning Commission were provided. The
Planning and Zoning Commission did make a few revisions to the plan:

Add that a conditions of approval of the project site plan by the Planning
and Zoning Commission was that the owner undertake a rodent control
program prior to disturbance of the site (Blighted condition)
Revision from CIL:

Page 12 – CIL investments revised from $545,000 to $1.2 million

Page 14 – Total cost of project $18.7 million
James Mahoney stated that the revisions to the plan were approved by Bond
Counsel. He stated that he is currently working with Bond Counsel and
Corporation Counsel on drafting an agreement between the Town and CIL. They
have a model agreement from the Town of Windsor which they are reviewing and
modificating. Upon the completion of the draft agreement it will then be
submitted to the Town Council for approval.
Mayor Salina asked if there were any questions and comments.
Councilor Carey asked if there are any plans for the landscaping.
Mr. Mahoney stated that the landscaping plan is part of the Planning and Zoning
Site plan approval.
Marty Legault, President of CIL stated that he has reviewed the revisions to the
plan and he has no objections. He stated that he is looking forward to beginning
the next steps in developing the property.
Mayor Salina asked if there were any further comments.
There were no further comments; this concluded the Public Hearing portion of the
meeting.
4.Consideration of action to approve and adopt the Draft Redevelopment Area
Plan for the Sherwood Mills Properties Redevelopment Project (revised
10/20/08) and referral of the Plan to the Town Council with a
recommendation for its approval and adoption.
Councilor Morelli moved to approve the attached Berlin Redevelopment Agency
Resolution entitled, “Resolution Adopting the Redevelopment Area Plan for the
Sherwood Mill Properties Redevelopment Project in the Town of Berlin,
Connecticut” and to refer the Redevelopment Area Plan for the Sherwood Mill
Properties Redevelopment Project in the Town of Berlin, Connecticut to the
Berlin Town Council for approval.
Seconded by Councilor Carey.

5.Adjournment
Councilor Morelli moved to adjourn the meeting at 6:37 p.m.
