1.Call to Order
Mayor Adam Salina called the Berlin Redevelopment Agency meeting to order at
6:00 p.m.
Those in attendance were: Councilor Robert Dacey
Councilor Robert McGee
Councilor Stephen Morelli

2.Adoption of minutes
September 2, 2008
October 7, 2008
Councilor Morelli moved to approve the minutes of September 2, 2008 and
October 7, 2008 as amended.
Seconded by Councilor Dacey.
Those voting in favor were: Councilor Dacey, Councilor McGee,
Councilor Morelli, Councilor Rochette,
Councilor Watson, III, Mayor Salina
Vote being 6-0. (MOTION CARRIED)
3.Review and possible amendments to the Draft Redevelopment Area Plan for
the Sherwood Mills Properties Redevelopment Project.
Mayor Salina asked Economic Development Director James Mahoney to address the
amendments to the Draft Redevelopment Area Plan.

James Mahoney, Economic Development Director stated that he has received
feedback from Bond Counsel Joe Fasi that additional details were needed in the plan
including to further document that the buildings were in deteriorated and blighted
condition. He stated that substantial amounts of additional details were added to the
plan and he highlighted some of following items:

Added Building Assessment Charts – based on parameters taken directly from
the applicable state statutes
?
Added information about how long the buildings have been vacant
?
Added details on why the buildings are obsolete
?
Addressed the 600 old energy inefficient windows
?
Added a section to provide details on environmental issues on the properties
?
Added information on remedial approaches to deal with environmental
contaminants
?
The Plan also includes an example on what can happen if we do not deal with
redeveloping the old mill (details on page 10 of plan)
James Mahoney stated that being proactive with old mills is extremely important.
It is unusual for a Town to provide financial assistance to private developers and
the Town has to justify why we are doing it. He feels that we have justified the
reasons for the financial assistance with the revisions that have been made to the
plan.
Additional items that have been added to the plan are as follows: Photographs,
Financial Analysis, Assessor’s cards, site plans, and legal descriptions.
Mayor Salina thanked Economic Development Director Mahoney for all his work
on this project.
James Mahoney stated that Bond Counsel Joe Fasi has approved the amendments
to the plan and a legal notice has been done for the Public Hearing on November
4, 2008 at 6:30 p.m. He stated that CIL has really stepped up; they have taken
title to the property, have conducted many investigations, and have spent a lot of
money on this project. It is a very big help to CIL having the Town in support of
this project. This revised plan is going before the Planning and Zoning
Commission and the Berlin Housing Authority for their review.
4.Set a Public Hearing on November 4, 2008 at 6:30 p.m. in the Berlin-Peck
memorial Library Community Room concerning the Redevelopment Area
Plan for the Sherwood Mills Properties Redevelopment Project.
Mayor Salina moved to set a Public Hearing on November 4, 2008 at 6:30 p.m. in
the Berlin-Peck memorial Library Community Room concerning the
Redevelopment Area Plan for the Sherwood Mills Properties Redevelopment
Project.

Seconded by Councilor Morelli.
Those voting in favor were: Councilor Dacey, Councilor McGee,

Vote being 6-0. (MOTION CARRIED)
James Mahoney stated that another important step is working on the agreement
between the Town and CIL. Corporation Counsel and Bond Counsel are
currently working on the agreement and would like to have it ready when the
Town approves the final plan.
Councilor Dacey asked if the Finance Director is being kept up to date on the
financing schedule.
James Mahoney stated that he is keeping both the Interim Town Manager and the
Finance Director informed on the project.
5.Adjournment
Councilor Morelli moved to adjourn the meeting at 6:13 p.m.
