Mr. Voelker reviewed a proposed regulation for non-profit civic organizations. The
applicant will be required to submit a list of activities to be reviewed each year of the special
permit.
The commission discussed the desirability of allowing a hospital or nursing home in a
residential area.
The commission discussed the feasibility of a state correctional institution's being located in
Berlin.
The elimination of the mean depth requirement was discussed. Mr. Voelker stated he was a
proponent of the elimination of this requirement as it can force a grid pattern layout of a
subdMsion and the possibility of locating the road in an undesirable area which may result in
a greater disturbance to the land.
The commissioners discussed accessory apartments. Mr. Voelker reviewed the proposed
requirements that the principal structure would have to be at least 900 square feet; the
accessory apartment would have a minimum requirement of 400 square feet and a maximum
of 700 square feet; the home in which the apartment is located must be owner occupied; and
the home must be at least five years old. An existing accessory apartment will remain
illegal, not non-conforming; unless and until, the property owner files for a special permit.
The commission discussed home occupations and the desire to have these businesses operate
out of homes without visible evidence of their being there or disruption of the residential
characteristics of the neighborhood.
A special meeting for November 1, 1993 at 7:00 p.m. in Room 7 was scheduled to discuss
proposed changes to the zoning map and zoning regulations. ,~.~,

The Zoning Commission held public hearings in the Town Meeting Room, Town Hall, at 7:00
p.m. on Wednesday, October 27, 1993 to hear the following items:

In attendance: Chairman Joseph Suranna, Commissioners Kathryn Kearns, Frank Lozis,
Salvatore Messina, and Geraldine Wagner.
Absent: Commissioners Robert Baumann, Dr. Martin Harwin, and Kevin Myers.
Following these hearings, the Regular Meeting Chairman Suranna called the Regular M eting to
order in Room 7 at 7:35 p.m.
In attendance: Chairman Joseph Suranna, Commissioners Kathryn Keams, Frank Lozis,
Salvatore Messina, and Geraldine Wagner.
Absent: Commissioners Robert Baumann, Dr. Martin Harwin, and Kevin Myers.
No one spoke for the Audience of Citizens.
After review, Commissioner Kearns made a motion to approve the minutes of the Regular
Meeting of October 13, 1993. The motion was seconded by Commissioner Messina and carried
unanimously.

On November 1, 1993, the Berlin Zoning Commission held a Special Meeting in
Room 7, Town Hail, at 7:00 p.m. The meeting was called to order by Vice-Chairman
Kathryn Kearns. In attendance: Commissioners: Robert Baumann, Dr. Martin Harwin,
Frank Lozis, Salvatore Messina, and Geraldine Wagner, and TOwn Planner William
Voelker. Absent: Chairman Joseph Suranna and Commissioner Kevin Myers.
The commission discussed the Zoning Board of Appeals' dee/sion to approve the use
variance for general repair for a New Britain Road property. During the hearing on
October 26th, Chairman Clark did not read into the public hearing record a letter from
the Zoning Commission which expressed opposition to the request. The commission
agreed a meeting should be arranged among Mayor Peters, Chairman Suranna, and ZBA
Chainnan Robert Clark to discuss the possibilities of recourse.
Review of the proposed zoning regulations and zoning map began with discussion of
floor area ratios for non-residential districts and floor area relationship to parking. Floor
area ratio will be applied only to the principal use building. Mr. Voelker stated his
opinion that this requirement would create a good blend of controls for the town, as well
as being favorably received by a developer.
Proposed landscaping requirements for parking lots, regulations concerning commercial
vehicles in residential districts, proposed landscaping, screening, and buffer area
requirements, and restrictions for dumpsters adjacent to residential areas were reviewed.
Regulations for outdoor lighting will have much greater detail than before.
The proposed changes to the zoning map were reviewed. Mr. Voelker stated that one
amendment to the map will probably be the requirement that access will be only on state
highways in the Planned Office Development zone.
An approximate two acre pared on Meadow Lane being proposed for change from
Res/dental 43 to Planned Office Development. Mr. Voelker stated the owners have
expressed concern at the zone's being changed. ·
