1986/11/12November 5, 1986 A meeting of the Berlin Zoning Commission was held on November 5, 1986. Chairman Ferraguto called the meeting to order at 7:00 P.M. Present: Commissioners Ferraguto, Corrigan, Suranna & Baumann Alternate Edelson Acting Building Inspector Chirico Item 1 Minutes of the October 22, 1986 meeting were approved. Item 2 The following bills were approved: New Britain Herald $ 91.20 Thomas P. Burns $1,377.60 Item 3 The Commission met with Gary M. Laskowski, Chairman of the Zoning Board of Appeals, to discuss Zoning philosophy with regard to interpretation of the Zoning Regulations. Specific requests were not discussed but rather general discussion as to the Zoning Board of Appeals authority was made. It was decided that both boards would meet on November 19, 1986 at 7:30 P.M. to generally discuss the ZBA's role in the Zoning process. Item 4 The Commission recessed for a Public Hearing on the following: 1. H & S Realty Partners - Zone Change from Heavy Industry (HI) to Planned Industry (PI), Lot #20A, 20B, 20C and 20E, Block 83 located on the north side of Woodlawn Road. Alternate Barbara Edelson sat as a Commissioner in place of Commissioner Harris. Item 5 Two new applications were reviewed. Both were parcels of land on Mill Street which request Zone changes from Residential to Office Lab. Both parcels are well below the 25 acre requirement for OL and as such would not meet the OL requirements. Present: Commissioners Ferraguto, Suranna, Corrigan, Harris & Baumann Alternate Edelson Mayor Thomas W. Ward, Jr. Stephen J. Anderson - Corporation Counsel Jeffrey Cugno - Economic Development Director Samuel Pine - Consultant Item 1 Minutes of the November 5, 1986 meeting were approved. ~ Item 2 The following bill was approved: New Britain Herald $33.60 Item 3 The Commission met with Corporation Counsel Anderson, Mayor Ward, Samuel Pine (Consultant) and Jeff Cugno (Economic Development Dept.) to discuss procedural matters pertaining to the Public Hearing on November 17, 1986. This hearing will be for the proposed Zone Change Planned Shopping - 3 (PS3) which would allow Shopping Centers and/or Office Parks on two large parcels of land known as the "Triangle" and "Berlin Drive-In" sites. Discussion centered around procedural order to be followed at the hearing and discussion that would be determined as germaine to the proposed zone change. Item 4 The Commission discussed and voted on the following item: 1. Motion made by Commissioner Corrigan, seconded by Commissioner Suranna, it was unanimously voted (5 to 0, Commissioner Harris did not sit for this hearing, and alternate Edelson sat in his place.) Approved the request of H & S Realty - Zone change from Heavy Industry (HI) to Planned Industry (PI), Lot #20A, 20B, 20C, 20D & 20 E, Block 83, located on the north side of Woodlawn Road, 200 feet distant north from the intersection of Fuller Way with Woodlawn Road. ~ ~ Reasons for approval are based on the fact that the parcel ~ ~ 'abutS.an existing Planned Industrial Zone and this change ~ woul'd.enhance the Planning Commission's review and control ~- ~- over future development in this area. ~her~ being no further business, the meeting adjourned at 9:30 P.M. ~kb~i ~ ~"~ Robert A. The entire meeting consisted of a Public Hearing at McGee School to hear comment on the proposed zone change for the two parcels of land commonly referred to as: 1. The Triangle 2. The Berlin Drive-In Present at the hearing: Commissioners Ferraguto, Suranna, Corrigan, Harris & Baumann Corporation Counsel Stephen J. Anderson Consultants - Samuel Pine & Prof. Terry Tondro Public comment was received both for and against the zone change. Eighty nine people signed up to speak and fifty-one of these spoke. Twenty-two exhibits were entered into the record along with petitions .fo~.?and against the zone change. In addition, fifty-five letters in iopPbsition,Were entered into the record. i.
