A meeting of the Berlin Zoning Commission was held on November 13, 1985.
Chairman Ferraguto called the meeting to order at 7:00 P.M.
Present: Commissioners Corrigan, Harris, Suranna and Baumann.
Emil Carlson, Building Inspector, Rudy Seiler, Assistant
Building Inspector.
Item I
Minutes of the October 23, 1985 meeting were accepted as amended.
Item II
Various Z.B.A. cases were reviewed and discussed.
Item III
Building Inspector, Emil Carlson informed the Commission of the
apparent zoning violation at Johnson Gardens, expansion of a non-
conforming use. A letter was sent to Allan W. Hall on November
6, 1985, ordering him to "cease and desist" this expanded use.
Item IV
A request for comment from the Central Connecticut Regional
Planning Agency, regarding the adjacent municipality, Newington,
was reviewed. Two items for comment were regulation changes
regarding Satellite Antennas and Soil Erosion and Sediment Control.
Referral was sent back with no comment.
There being no further business, the meeting adjourned.

Item I
Chairman Ferraguto read a letter to the Commission from Mayor Thomas
W. Ward, Jr., dated November 18, 1985. The letter asked that the
portion of the Corridor Study dealing with multiple housing be put
on hold until he can request the Planning Commission to update the
Master Plan for the Town. It was decided by the Commission that a
meeting with the Mayor was necessary to discuss his views on this
and other related issues.
Item II
The Commission met with Samuel Pine concerning the Corridor Study
and discussed the first package of information he had supplied to
the Commission, dated November 20, 1985. Many issues were discussed,
questions were answered and additional requests for information were
given to Mr. Pine. These will be addressed at the second meeting
on December 18, 1985.
During the discussion with Mr. Pine, there were numerous questions
and comments from a non-commission member. It was decided by the
Commission that such questioning and debate, while at times very
helpful, was not the most efficient way to utilize Mr. Pine's time.
Also it would be inappropriate if additional people from the General
Public were to attend future meetings and speak. Because of this,
the General Public will be welcome, as usual, at the Commission
meetings but will not be permitted to question or comment. All
concerns would be gladly accepted by the Commission in writing.
Item III
Minutes of the November 13, 1985 meeting were accepted.
Item IV
An invoice from the New Britain Herald was approved for payment.
The
amount of $30.56 was for publication of the Notice on 10/31/85.
Item V
Existing zoning violations were discussed. It was noted that Chomko
and Lawler were sent letters informing them of existing zoning
violations. Both letters asked for compliance within thirty days.

A meeting of the Berlin Zoning Commission was held on December 4, 1985.
Chairman Ferraguto called the meeting to order at 7:15 P.M.
Present: Commissioners Corrigan, Harris, Suranna and Baumann;
Alternate Edelson and Emil Carlson, Building Inspector.
Item I
Mayor Thomas W. Ward, Jr. met and discussed his views with the
Commission concerning the present proposed Corridor Study and the
Master Plan for the Town.
Item II
Minutes of the November 20, 1985 meeting were accepted.
Item III
This meeting was recessed at 8:00 P.M. to attend a public hearing
held on December 4, 1985 to consider the five items as follows:
1. Berlin Agricultural and Horticultural Association -
Permission to sponsor the following~activities at the Berlin
Fair Grounds for a two (2) year period commencing October
1985 and expiring October 1987 -
Berlin 4-H & Trail Dusters Horse Show
Summer Crafts Exposition - June and August
Berlin Four Volunteer Fire Departments
Shrine Carnival
Sacred Heart Church Family Picnic
Democratic Town Committee Picnic

5. Alden (Dean) Berman, - Special Permit to convert Prentice
Manufacturing complex for residential use.
The meeting reconvened at approximately 9:45 P.M.
Item IV
It was decided that one hundred additional copies of the Zoning
Regulations would be needed. Action to order the additional copies
should begin.
Item V
Existing violations were discussed. Many apparent violations dealing
with signs on Farmington Avenue were discussed again. It was decided
