A meeting of the Berlin Zoning Commission was held on November 14, 1984.
Chairman Warner called the meeting to order at 7:00 P.M.
Present - Commissioners Patricia Corrigan, Pegolo, Ferraguto and Ross.
Rudy Seiler represented Emil Carlson, Zoning Inspector.
Item I
Minutes of the October 24, 1984 meeting accepted as read.
Item II
It was voted to pay the following -

Item III
Rudy Seiler presented the following applications for Commission review
o Executive Board, Town of Berlin - Amendment to the Zoning
Regulations, Section 11.04.07
Notwithstanding Section ll.04.01(d) the Zoning Board
of Appeals may grant a permit in any district, subject
to conformance to additional standards as provided in
these regulations for permitted special uses, for
the sale of alcoholic beverages in the clubhouse of
any golf course of at least fifty-five (5500) yards
in length.
o Howard Asal, 565 South Street, New Britain, Conn. - Excavation
permit on Lot llJ, Block 73 located on the east side of Elton
Road, 85.8 feet south from the intersection of Kensington
Road. Approximately 4 acres and 20,000 cubic yards to be
excavated.
o New England Building & Development Institute, Inc., 94
Hamilton Drive, Berlin, Ct. - Zone change from Residence
R-15 on Lots 22-22A-23-24-25-25A-26-27-28-28A-28B, Block 108
located on the east side of Four Rod Road 300 feet distant
north from the intersection of Toll Gate Road and Meadow
Lane.
Rudy Seiler was requested to contact applicants Asal and LaRosa
(Minutes October 24, 1984 - Item 3) to redate their applications
November 14, 1984.
A hearing date of Wednesday, January 9, 1985 to consider the four
(4) applications.
Item IV
Chairman Warner reported that Sam Spielvogel of Spielvogel Associates
review the Prentice and Sherwood properties on November 7, 1984.
Commissioners to meet jointly with Sam Spielvogel Re: Minutes, October
24, 1984, Item 4, on Tuesday, November 20, 1984, 2:00 P.M. at his home.
Item V
Zoning Board of Appeals agenda to be considered at a public hearing
scheduled for November 27, 1984 was reviewed.
NOTE: This meeting recessed at 8:00 P.M. to attend a public hearing
to Consider the following:
o Chester J. Later - 1177 Silas Deane Highway, Wethersfield,
Conn. - Fill permit for Lot 20, Block 82 located on the
west side of the Wilbur Cross Highway at the intersection
of Deming Road with Wilbur Cross Highway.
o Celia I. Dorio - 21 Spicewood Lane, Berlin, Ct. - Zone Change
from Residence R-15 to General Commercial on Lot 1, Block
142, located on the east side of the Wilbur Cross Highway
380 feet distant from the intersection of Old Middletown
Road known as 1309 Wilbur Cross Highway, Berlin, Conn.
Item VI
Secretary to file a schedule of regular meetings for 1985 in accordance
with Berlin Charter Section 4-6(g) and the FOI statutes with the
Berlin Town Clerk on or before January 31, 1985.
Item VII
Item 5 of the November 14, 1984 Zoning Commission agenda listing 13
violations of the Zoning Regulations were reviewed and action taken
to date.
Item VIII
Chairman Warner read a letter dated November 2, 1984 from the Berlin
Chamber of Commerce requesting clarification and explanation
concerning Planned Industrial and Planned Shopping.
Chairman to review and report back at the next regular meeting.
Item IX
Chairman Warner read a letter dated November 6, 1984 to Richard
Pepin concerning his expansion of a non-conforming use at 1006
Mill Street.
There being no further business the meeting adjourned.

A meeting of the Berlin Zoning Commission was held on November 28, 1984.
Chairman Warner called the meeting to order at 7:30 P.M.
Present - Commissioners Patricia Corrigan, Pegolo, Ferraguto and Ross,
Emil Carlson, Zoning Inspector was also present.
Item I
Minutes of the November 14, 1984 meeting accepted as read.
Item II
Zoning Inspector presented for Commission perusal an application from
Earl H. Wicklund, Inc. - Excavation Permit for Lot #2, Block 12 located
on the east side of Wigwam Road, 1000 plus or minus feet distant
south from the intersection of West Lane with Wigwam Road.
This application will be heard at a public hearing scheduled for
January 9, 1985.
Item III
Commissioners concurred that the recent granting of the Maier exception
located on the south side of Southington Road by the Berlin Zoning
Board of Appeals be appealed. Chairman Warner to review appeal
procedure with the Executive Board and to appraise the Commission
of the decision.
Item IV
Existing zoning violations were reviewed.

Dorothy Heffernan, 136 Middletown Road met with the Commission and
brought the following zoning violations to the Commissions' attention -
o Robert Haines - 54 Middletown Road - Parking construction
equipment in a residential zone
o Paul residence - Middletown Road - Parking of a large motor
home and snowmobiles.
o Vito DiPinto - 151 Middletown Road - storing of unregistered
trailers and automobiles.
