Meeting called to order at 7:31 P.M. by Chairman Ward.
MINUTES
Motion was made by Mrs. Delaney, seconded by Mr. Sprague and VOTED to approve
the minutes of March 24, 1970 meeting.
COMMUNICATIONS
Letter from Mrs. Mary Clapp, Chairman, Pollution Abatement Commission dated
March 25, 1970 restating her request for funds for short-term options for landfill
sites (see minutes of March 10, 1970).
Chairman Ward will discuss this with Mrs. Clapp.
Letter from Kenneth M. Johnson, Chairman, Board of Education, dated March 24,
1970 requesting a Town Meeting be called to appropriate an additional $75,460
for the Board of Education to cover their deficit for 1968-69 fiscal year.
No action was taken.
The remainder of the meeting was spent working on the proposed budget for
1970-1971.
It was VOTED to adjourn the meeting at 10:30 P.M.

the minutes of the March 26, 1970 Special Meeting.

TRANSFERS
A telephone call to Chairman Ward from Edward Haber, Chief Mechanic,
followed by a letter from Mrs. Rite Skinner, Bookkeeper, dated March 31, 1970
requesting a transfer from #505 Summer Help to #504 Garage Overtime.
Motion was made by Mr. Barbera, seconded by Mrs. Delaney and VOTED
to transfer $200.00 from ~505 Summer Help to #504 Overtime.
Mr. Seelye and Mr. Scheyd appeared, as requested, to discuss the need for
new town-wide aerial maps for use by the Engineering Department and the Assessors'
Office. (See minutes of March 24, 1970~ It was pointed out that the present maps
are not as accurate and complete as they should be and are in poor shape from
constant handling. Mr. Seelye explained, any engineering project, such as, storm
~rainage and sub-division review would require the use of thesemaps. The Water
& Sewer Commission could make use of the maps for their sewer programs. Mr. Scheyd
stated his office would use them for taxmaps and that they would be helpful for
re-evaluation in 1976. Developers would also use them and copies would be
available for a fee. Mr. Seelye said the saving in surveying costs would pay for
the maps in a few years. It was stated the aerial flight should be done before
the foliage appears and that the financing could be done over a three-year period
with $1,900 in this fiscal year for the flight; $15,000 in 1970-1971 which would
include some deliniations and $23,000 in 1971-1972 for final completion. Followinc
their departure,
Motion was made by Mrs. Delaney, seconded by Mr. Barbera and VOTED to
transfer $1,900 from #210 Contingency to new Capital item ~C-705 Town
Wide aerial maps.
TOWN MEETING
With regard to the Board of Education deficit for fiscal 1968-69 (See minutes
of March 26, 1970~,
Motion was made by Mrs. Delaney, seconded by Mr. D. Ward and VOTED to
request the Board of Selectmen to call a Town Meeting to appropriate
a sum not to exceed $75,000 from the General Fund to the Board of
Education to cover a deficit in the salary and fixed charges accounts;
also,
Motion was made by Mr. D. Ward, seconded by Mrs. Delaney and VOTED to
authorize the Treasurer to borrow, if necessary, a sum not to exceed
$75,000 in anticipation of taxes to cover any deficit for the fiscal
year ending June 30, 1970.
The remainder of the evening was spent reviewing the proposed 1970-1971 budge~
