February 9, 1984
The meeting was called to order at 7:00 p.m. on February 9, 1984 in room
6 of the Berlin Town Hall by Chairman, George Lubin. Members in attendance
were: F Magnoli, P. Maule, J. Klotz, W. Mierzewski, G. Wiecek. Also, A.
Hawkins, S. Kelly, C. Dlugolecki, T. Hrubiec. Visitors were Mayor Kingsbury
and Mr. Carey of the Timberlin Men's Club.
Mr. Carey attended the meeting to request that the Men's Club Tournament
Schedule for 1984 season be approved. Mr. Wiecek made a motion for approval
pending no conflicts in scheduling. Mr. Maule seconded, motion passed.
Members discussed the responsibility of closing the Golf course in inclement
weather. The members expressed concern that if the course was kept open
during heavy rains damage would result. Members concurred that Mr. Hawkins
could best make the decisions having best knowledge of the course. Mr.
Wiecek made a motion that Mr. Hawkins would be responsible_ for the closing
of the course in inclement weather, Mr. Magnoli seconded.
Golf Course - A1 Hawkins - General Winter maintenance is progressing.
Work on the brooks is continuing. Bids are out for the Clubhouse concession
are still out. Four people toured the clubhouse with Mr. Hawkins. The
chairs in the clubhouse have been sent out to be recondidtioned. The
heat at the clubhouse has been shut off and the pipes have been drained
at a saving of approximately $1200.00. Mr. Russell has observed that
damage has resulted beacuase of the lack of heat. Town Council Attorney
Fagan is preparing the lease on the equipment barn. Mayor Kingsbury
commented that the arrangement is in the best interest of the Town. The
lease must be signed before the new roof is installed on the lower Dart
of the building. -
Mr. Hansen is receiving requests for season tickets with the provision
that there will be an added charge when the new rates are set. Members
discussed the 1984 rate schedule at length. Mr. Wiecek stated that
because of unfavorable weather conditions he estimated that lost revenues
amounted to approximately $23,000.00 and losses extending the fall golfers
special to weekends were approximately $7,000.00.
The members disucssed the rates at other courses in the area. Mayor
Kingsbury commented that he would not want to see our course priced out
of the market but he also does not wish to see our rates below the other
comparable courses. After lengthy discussion Mr. Wiecek made a motion
to increase rates as follows: Resident nine holes 25¢ - 18 holes 50¢
non-residents nine hole 50¢ - 18 holes 1.00. Jr. & Sr. rates 9 holes 25¢ -
18 holes 50¢, season tickets will increase $25.00. Sr. & Jr. Season
tickets will increase by $25.00. Mr. Magnoli seconded, motion passed.
Members discussed the transfer of department funds before the budget year
is completed ordered by the Finance Board. Members feel that when a
budget for the department is approved that the department should be able
to use funds alloted to them. Mayor Kinsbury stated that he feels that
the department should be allowed to use funds granted to them and if the
departments have any problems he will be open to any discussion that would
help them. Mayor Kingsbury also stated that he has received the proposed
Community Center fee schedule and he supports it.
Mr. Wiecek recommendedstudy of crossover items that would result in better
flow. George Lubin will ask Linsey Hansen to prepare a study of how the
cross over would work.
Members discussed that five people have bid on the concession. Members
requested the opportunity to review the applications and offer recommendations.
Mr. Lubin will call Mayor Kingsbury and request that the members in a
special meeting be given the opportunity to be part of the award process.
Parks and Grounds - Ted Hrubiec - General winter maintenance is
progressing well.
Recreation Service - Steve Kelly - Members reviewed the proposed schedules
of the Babe Ruth League, Berlin High School Varsity & Jr. Varsity, Softball
schedule, Jr. Varsity baseball, golf and tennis schedules.
Mr. Mierzewski moved to approve the schedule pending no conflicts in the
schedules. Mr. Maule seconded, motion passed.

It is the policy to provide fields and lights free to youth and school
groups. It is the policy to charge for use of lights, and to provide
fields free to all groups affiliated with the Town of Berlin, Civic
groups and adult athletic leagues.
It is the policy to charge for use of lights and fields for business
groups and groups from outside of Berlin. Members also reviewed
recreational program fees. Mr. Mierzewski moved to except the recreation
service fees. Mr. Wiecek seconded, motion passed.
Members were informed that there was a scheduling conflict with the new
Sr. mens softball league. Sage Field is used every day of the week for
the softball league,members will be offered Hubbard or Willard for their
Tuesday games. Steve will notify them of the scheduling conflict.
An article will be places into the paper for summer employment applications.
They will be reviewed at the April meeting.
Men's Softball has requested June 22 & 23 and June 29, 30 and July 1 for
Softball tournaments. Dates will be held omen. Paper goods pond will be
added to the Town Insurance policy at an added cost of $10.00. Mr. Lubin
requested that a breakdown of cost of maintaing the fields for the
coming season be compiled and a bill be submitted to the board of education.
The Harlem Wizzards will play at the Berlin High School on March llth. The
game will be co-sponsored by the Babe Ruth League.

Community Center - Cindy Dlugolecki - Cindy is researching a recreation
study of need for the Community Center which will include a leisure
assement. She is looking into sources that will assist in the study.
Cindy presented a proposed policy and fee schedule for the 1984 season.
Recommendations tabled to the next meeting for review. Members discussed
the lack of individual temperature controls for the Community Center.
January Community Center usage - 1850.
New Business - Berlin Chamber of Commerce requested Timberlin Golf Course
for the Berlin Open on June 13, 1984. The requested a $6.00 per person
fee. Mr. Wiecek moved to approve the Tournament with a $7.00 fee to reflect
the fee increase at Timberlin. Mr. Magnoli seconded, motion passed.
