1978/04/06Minutes of the April 6, I978 Park & Recreation Meeting. Those present were Chairman Mr. Lubin, Miss Dennehy, Mr. Johnson, Mr. Klotz, Mr. Maule, Mr. Mierzejewski, Ms. Miller, Mr. Graham, Mr. Hansen, Mr. Hrubiec, and Mr. Capodiece. (I) Mr. Bates, coach of the Berlin High School Golf Team was present to ask permission for the team to use Timberlin Golf Course for play and practice under the s~me situation as last year. A schedule was distributed and discussed. Mr. Lubin moved that tha above be adopted. The adoption was seconded and carried. (2) Softball League. Present was the President of the League and members. Discussed were the problems of increasing the number of teams in the League. Money & the un- certainty of Sage Park and Hubbard Field would limit play. On a motion made by Mr. Klotz & seconded by Mr, Mierzej.ewski that the League be increased from II to I2 teams to accommodate a team made up of ~emb~s fr~m~both KSnsing~n.and East Berlin Volunteer Fire Departments. Use Hubbard Field in full the first month and use Sage Park partially~( because full use of S~ge Park early in the season would ruin the new grassy, and if possible use Sage Park in June. Motion carried. Mr.' Lubin stated that park rules should be enforced at Hubbard Field. Mr. Johnson suggested if more money is needed to run League next year, a letter be submitted to the Commission for an increase. (3) B&B Autorama. Present was Mr. Cwikla with ~n application from B&B Auto Parts applying to the Commission to use the parking lot at Sage Park when they run an Autorama Juna 4th. On a motion made by M~. Johnson and seconded by Mr. Mierzejewski that per- mission be granted to the B&B AUto Parts to use the blacktop parking area, providing an area be set aside for cars for the Softball League. With the stipulation that B&B take out an insurance rider and h~ve p~rking lot attend- ents. Motion carried. (4) Youth Council. Mr. Ash~ian, Chairman of the Youth Cou~:cil was present. A copy of the last meeting minutes were presented to the Commission. There are ten members on the Council. Chairman Mr. Lubin stated that in the future the Commission would like any major discussion to come before the Commission, also would like the budget and minutes of the meetings sent to the Commission. Therefore any major pol- icies or financial problems must come before the Commission. Would like a good line of communication 'Setween the two boards. Mr. Capodiece would be the liaison between the two boards. Discussed were the hiring, disciplinary, and visitors policies. Also the action taken when: anyon~ is either under alcohol or drug influence at the Community Center. (~) Charter Revision. The Charter Revision was reviewed and discussed. The Commission agreed that no additions or borrections be made. Therefore the Charter will stand as is concerning the Par~ & Recreation Commission. (6) Golf Course Report. Mr. Hansen stated that the Golf Course opened April 5, I978. The Commission denied a request from Mr. John Parsons to run a State Amateur Champion Tournament. He does not have an official State golfing body behind him. An official State golfing body has to run tournaments. A letter from the Timberlin Women's Golf Club was received containing their I978 schedule. On s motion made by Mr Johnson and seconded by Mr. Miller to accept the schedule. Motion carried. Mr. Graham stated that CETA men were wor~ing and all equipment rendy. The Snack-Bar at ~he Clubhouse will open April 8,I978. The rug has been ordered and will be installed in two wee~s. The rough flooring has been installed. His men are busy doing routine wor~. No damage to the Golf Course this past Winter. I(7) ~blic Grounds Report. Mn. Hrubiec stated that routine work is being done, cleaning up ballfields, and school grounds. Some damage had been done this Winter to the dugouts at Griswold Little League Field. The I9 additional CETA men started working April 4, I978. All good workers. The picnic areas & trails around Marjorie Moore Village must be on Town owned land~ The Webster & Webster Fence Co. will erect the backstop at Percival Field. A letter w~ill be written to the Mayor concerning the opening of the P°°ls~k~ Bathhouses must be in A-I condition before opening. On a motion by Ms. Johnson & seconded by M~'. Mierzejewski that the fee for the pavilion at Timberlin Park be waived for the Berlin Congregational Church Motion carried. · (8) Recreational Service Report. Mr. Capodiece stated that the May meeting will be set aside for the hiring of Summer help. The same procedure will be carried out as last year. Three juke boxes need repair work done. A Fire Dept. has asked for per- mission for them. Mr. Capodiece suggested that they be given two and asked if the third can be repaired and returned to us for our use. Permission granted. An application has been received from the YMCA for permission to use the East~ Berlin Tennis Courts on Friday from IO AM to I2 noon. The lessons will run for 8 weeks, with one week make'up. The lessons will run from April I4th to June Ist. Mn. Johnson suggested that the lessons nat be given the week of April I7th because of the school Spring vacation. Permission granted. The bids for the fence at Murray Heights playground are in and will be erected soon. The pavement will be done next, then the equipment will be placed in the playground. A fishing derby will be held.April I8th at Timberlin Park. Children I6 years and under can participate. The Kiwanis Club donated half of the fish, the CommisSion the other half. Patches will be distributed by the Recreation Service office. On a motion made by-Mr, Johnson and seconded by Mr. Miller that the Commission match the $250.00 spent by the service club to purchase the fish for the derby. Motion carried. Mr. Klotz suggested that in the future if an important_ item comes up and has to be decided before the regular scheduled meeting, a telephone poll of members be taken. Suggestion approved by members.
