1992/07/14APPROVED EXECUTIVE BOARD M~TING July 14, 1992 Mayor Robert Peters called the ~=eting to order at 7:05 p.m.. were Deputy Mayor Karen McQuade, James D'Errico-Director of.'Personnel "... '! and Purchasing, Elisa Hutcoe-Herald reporter and Janice Serfino ' -Secre~_ary. Deputy Mayor Thcr~as Veronesi absent due to vacation. Approval of Minutes Mayor Peters moved to approve the minutes of July 7, 1992 as written, seconded by Deputy Mayor 5k~i~ade, passed unanimously. Recapitulation of Minutes Mayor Peters said that DEP's hearing on Easco has been postponed to July 31st. The Mayor said he would have no problem with DEP waiving the past fines, requiring installation of equi~nent by a certain date, then imposing a fine for every day not in ccmpliance. Thew as a brief discussion on the status of the TimberlinCnncession contract. Deputy MayorMc~3_¢6e stated that the ~dendumto the contract came forth because she and DeputyMayor Veronesiw~re not in favor of canceling the contract in Feb~3~ry, as was the Mayor. She said that both she and Deputy Mayor Veronesi had fought for Ms. Genovese, believing she should have a second chance. The Deputy Mayor stated that the Addendum provides for cancellation if any one of the sections is violated. She saidMs. Genovese is in violation of several sections and that a violation of one would have been sufficient to take action. Mayor Peters said that all areas of the golf course are working smoothly, except for this operation. ~l,_dience of citizens No one was present. Corporation Counsel Mayor Peters stated that Attorney Sullivan had a meeting to attend and would be in a later. He asked to pass over this section until his arrival. Personnel/Purchasip~Matters Update on Union Negotiations: Mr. D'Errico stated he had nothing new to report on any of the union contract negotiations. Berlin High School Athletic Track: Mr. D'Errico reported that the project should go out to bid by the end of the w~ek. He said the architect will be handling most of the bid procedure. Library Position Vacancy: Mayor Peters said that after meeting with the librarian it has been determined that there is a need to fill this 20 hour position. He instructed the Personnel Director to post notice of the position in-house for seven days, as soon as possible. Miscellaneous Open Items: Mayor Peters said that the Water Control Cc~ssion has requested approval to appoint a secretary to take minutes at their meetings. He said there was $600 in their budget for this purpose. Regarding the Board's question on the cost of insurance coverage on the Cu~;,~nity Center, Mr. D'Errico reported that in the 1991-92 fiscal year the cost was $1802, and in the 1992-93 year the cost is $7312. He explained that the increase was due to the cc~.y's reluctance to insure the building and the percentage increase in the replace~ant value. Mayor Peters asked what that replacement value the insurance ommpany had placed on it, to which Mr. D'Errico replied $2,221,000. Old Business T~-~e of State T.~nd: Worthington Ridge/Mill Street (Tabled) Mayor Peters moved to remove this it~n frcm the t_mble, secc~ded by Deputy Mayor McQuade, passed unanimously. Mayor Peters stated that he gives tremendous credit to Roger Gaudio, Zoning Enforc~nent Inspector, for staying in contact with the State on this parcel, getting it cleaned up and eventually leased to the Town for five years, with a five year option to renew. The Mayor said he has instructed the Public Grounds crew to mow the grass so that the contour of the piece can be seen. He said he would like to see it beautified with shrubs and flowers and would eventually like to see a plaque in memory of Dotty Heffernan, late Chairman of the Historic District Cu~.~.~ssion. The Mayor asked Deputy Mayor M~Quade to contact beth the Historic District Ccmmission and Historical Society to include th~n in any plans. The Deputy Mayor said she would also contact the Berlin Garden Club to see if they would consider this an area to use scme of the funds they have collected to beautify areas along the highways and highway ramps. $225,000 Budget .Rgquest: Fire Board Mayor Peters asked that this remain on the ,mhle. New Business Bui]d{n~ Pe_~t Fee Waiver Request: E.B.V.F.D. Mayor Peters moved to waive the building permit fee, in the amount of $130.00, for re-roofing part of the East Berlin Volunteer Fire -2- Department building, seconded by Deputy Mayor McQuade, passed unanimously. T.I.P. Account Mayor Peters asked that this item be taken up later in tb~ meeting. Park and Recreation Items Mayor Peters moved to approve the follc~ing requests of the Park and R~creation C~L~-~-~ssion, second by Deputy Mayor McQuade, passed unanimously: -Approved the Berlin High Senior Class and Berlin Midget Football to sell food at the Sage Park concession during their hcme football games; -Approved the Berlin Wrestling Association selling food at the Sage Park concession on Wednesday, August 12th, for local band night; -Approved the waiver of field usage fees for two practices for a girls ten and eleven year old soccer team participating in the Nutmeg State Games. The team consists of 17 players, of whcm three are Berlin residents. The team is coached by Steve Hinchliffe and Joe Opulski, Town residents; -Approved the request fr~n Ed and Mike Malley to conduct a baseball program at Garrity and Pulcini Fields for seven to twelve year olds frc~ 9:00-12:00 noon and at Percival Field from 9:00-12:00 noon for thirteen to eighteen year olds frc~ August 3rd to 7th; -Approved the request from Lindsey Hansen, Golf Pro, to refund $25.00 each to nine student golfers who did not receive the new student discount when obtaining season tickets. Mayor Peters wanted it noted that such a request should have ccme in earlier in the season and in the future will not be refunded if as late. -Waived the group picnic rental fees for the Berlin Fire Department to use Sage Park on Sunday, August 23rd. Contract PW 93-01: Chip Sealing Roads Mayor Peters moved to award Contract PW~93-01: Chip Sealing Roads to Ccmer Contracting, Inc. of Farmington, low bidder, in the amount of $0.73/sy, seconded by Deputy Mayor McQuade, passed unanimously. LoCIP Grant Application Mayor Peters motioned to place the LoCIP Grant Application, in the amount of $118,640.00, on the agenda of the next Special Town Meeting, seconded by Deputy Mayor 5~i~ade, passed unanimously. ~___q_c~ce of Monetary_Donation: Police Dep~rtment Mayor Peters moved to accept a check in the amount of $100 to the Police Department as part of a court settlement and authorize these funds to be used in the Department's Drug Education Program, seconded by Deputy Mayor McQuade, passed unanimously. T.I.P. Account -3- Mayor Peters moved to approve the following allocation of fuD~ls frcm the T.I.P. Account, seconded by Deputy Mayor McQuade, passed unanimously: -$100 to support Mrs. Connecticut, Phyllis Winters, a resident of East Berlin in the Mrs. U.S.A. Pageant. The Mayor said this was only a token support from the Executive Board, as Ms. Winters will be promoting Berlin as well as Connecticut. -up to $300 to ccmplete the kitchen facility at the Highway Department; -up to $200 to fund activities for the German students who will be visiting Berlin as part of the "Berlin Meets Berlin" program. The Mayor added that since the article requesting donations appeared in the Herald on Friday, $250 has been received f-~-~-~; local residents. Also, Dattco Bus Cc~any is picking up the cost of transporting our visitors to and fr~n Kennedy Airport. Board and Oam,{ssion Matters Mayor Peters moved to appoint Michael Balinskas to fill an unexpired term on the Inland Wetlands Cc~mission, to expire in 1995, effective with the receipt of his letter of resignation as an Alternate on the Zoning Cc~ssion, seconded by Deputy Mayor McQuade, passed unania~ms ly. Mayor Peters moved to appoint Geraldine Wagner to fill the unexpired term of Mr. Balinskas as an Alternate on the Zoning Cc~ssion, term to expire in 1996, also effective with the resignation of Mr. Balinskas frcm this position, seconded by Deputy Mayor McQuade. In the discussion Deputy Mayor McQuade asked what qualifications Mrs. Wagner had, to which Mayor Peters replied, her willingness to serve the Town. He said she had come in to see him the last time he had placed an article in the paper looking for volunteers for boards and c~,~,{ssions. p~sed unanimously. Mayor Peters moved to appoint Chester Grunwald to fill an unexpired term on the Veterans Advisory C~,,,.{ttee, to expire in 1996, seconded by De. puty Mayor McQuade. Mayor Peters said Mr. Grunwald's name had been given to h/m by the Cc~ander of the V.F~.W.. The motion was passed unanimously. Finance Budget Transfers and/or App.rp. priations Mayor Peters moved to approve a request suhnitted by th~ Dog Warden to transfer funds in the amount of $130.00 from account 101-2230-121-249 (Medical Services) to account 101-2230-121-120 (Personnel-Dog Wardens), due to unanticipated wild animal ccmplaints resulting in additional call-outs, seconded by Deputy Mayor McQuade, passed unanimously. (1991-92 budget) Mayor Peters moved to approve a request suhnitted by the Director of Nursing Services to transfer funds in the amount of $185.00 from account -4- 101-2753-121-128 (H~ne Health Aides) to account 101-2753-121-213 (Mileage), seconded by Deputy Mayor M~Quade, passed unanimously. (1991-92 budget) Mayor Peters moved to approve a request of Morgan Seelye, Town Engineer, to transfer funds in the mrount of $234.00 to account 101-2336-121-289 (Local Capital Improvements Progr~n), due to a larger amount in the LoCIP Entitlement to the Town, seconded by Deputy Mayor McQuade, passed unanimously. (1992-93 budget) Mayor Peters moved to approve a request of James simons, Chief Mechanic, in the amount of $8500 for the purchase of a new oil recycling tank and installation of a concrete slab on which to place the tank, seconded by Deputy Mayor McQuade, passed unanimously. (1992-93 budget) Tax Refunds Deputy Mayor Mc~mde moved to approve a tax refund to James J. Daley in the amount of $93.15, seconded by Mayor Peters, passed unanimously. Additions to Agenda Mayor Peters moved to add a letter written by David Borthwick, T.~hrary Board Chairman, to the agenda, seconded by Deputy Mayor Mc~__de, passed unanimously. The Mayor said Mr. Borthwick's letter was to thank Grace Johnson, a library volunteer, upon concluding fourteen years of service to the library. He then moved to send a letter from the Executive Board thanking Mrs. Johnson for her years of service, seconded by Deputy Mayor McQuade, passed unanimously. Mayor Peters moved to add a matter concerning breaks into t_he Willard School playground equipment boxes to the agenda, seconded by Deputy Mayor McQuade, passed unanimously. The Mayor said that the boxes had been ~roken into and although items taken were of a shall dollar amount, there was an inconvenience to the recreational staff conducting the programs and the children who participate in th~n. He said he was considering offering a reward but the Captain said that the police have scram good suspects in the case. Matters for Update and Discussion Farmington Avenue Construction Project: Nothing to report. Oa~.LLonity Center F£oposals: Deputy Mayor Veronesi on vacation. Berlin Mobile H~ne Park Construction: Mayor Peters reported that the architect retained by the golf course had met with the members of the cc~nittee overseeing the construction of the park. He said that when the topo map is ccmpleted the architect will prepare several designs for the park. The Mayor said that one of the c~',~Httee members had -5- stated that residents of the park are being asked to select the site on which they wish to have their hcme placed. He said this was very premature as the design has not been done and believed it would lead to hard feelings. The Mayor asked Deputy Mayor Mc~_,_ad_e to call Pat Morin, resident and c~,,,,{ttee member, and tell her that the residents should not be asked to select their sites at this t/me. Attorney Sullivan entered the meeting at 8:35 p.m.. Cgrporation Counsel Mayor Peters said that priority one for both the Corporation Counsel and Fire Marshal is to get a meeting scheduled with Aaron Environmental on the underground oil storage tank situation. Mayor Peters asked Attorney Sullivan if he had been in contact with Lisa Genovese's attorney. He said he had called his office that afternoon but the call had not been returned.
