" ~-~' Mayor Robert Peters called the meeting to order at 5:~.~p,m..,_;.;~sent were Deputy MayorThcmas Veronesi; James D'Errico-Director of Personnel and Purchasing; Gerald Charamut-Chief of Police; Police Co~nissioners:Angelo Barcella-Chairman, Anita Miller, and Thomas Heavren; and Janice Serafino-Secretary. Mayor Peters asked that they wait until Deputy Mayor McQuade arrives before taking up the review of the Police Department Budget. Board and C~'L'gssion Matters Veterans Advisory C~t,~ttee: Mayor Peters moved to reappoint Sebastian Senia for another term to expire in 1995, seconded by Deputy Mayor Veronesi, passed unanimously. Mayor Peters moved to appoint Michelle Spacek to the Conservation Con~nission, term to expire in 1997, seconded by Deputy Mayor Veronesi, passed unanimously. Acceptance of Donation DeputyMayor Veronesi moved to accept a court settlement in the amount of $50.00, made to the Police Department as part of a court settlement, and authorize that these funds by used in the Department's Drug Education Program, seconded by Mayor Peters, passed unanimously. Budget Transfers and/or A~propriations Mayor Peters moved to approve a budget request sutanitted by Antoinette Pajor, Director of Social Services, to transfer $40,000 into account #101-2754-121-280 (Welfare), seconded by Deputy Mayor Veronesi, passed unanimously. Union Neqotiations Mayor Peters said that he thought it would be beneficial if a member of the Police Cc~.ssion serve on the Town's negotiating team for the Police Union Contract, along with the Personnel Director and Corporation Counsel. Mr. Barcella agreed that this was a good idea. The Mayor asked him if he would bring this to his Comnissioners and advise the Executive Board as to whom that person will be. Mayor Peters then moved to name as the Town's negotiating team for the Police Union contract Ja, ms D'Errico-Personnel Director, Attorney E. Timothy Sullivan-Corporation Counsel, and a member of the Police Commission, seconded by Deputy Mayor Veronesi, passed unanimously. Mayor Peters stated that at the last meeting he had said he planned to sit on the Town's negotiating team for the Blue Collar Union contract. Since that time. he said he has decided not to do that as he now thinks it would be a conflict as the Executive Board votes on that contract. He asked that they wait until the next meeting to name the team for the Blue Collar negotiations as he has the name of someone he would like to discuss with the Personnel Director. Deputy Mayor McQuade joined the meeting at 5:15 p.m.. Budget Review: Police Department Various line items were discussed including the request to change the S~,~r Help to a year round part-time position, salaries of matrons and supernumeraries, dues and conference expenses for Police C~u~ssion members, among others. Anita Miller, Con~issioner, said that while she appreciates the Chief's withdrawal of a request for additional officers, she thinks this is the year to request the tw~ additional officers needed for a 4th district. Mayor Peters handed out a proposal he had drafted regarding the present level of personnel and the 4th district. The Mayor said that unless his figures are wrong, he does not know why they do not have a 4th district now. Chief Charamut said that they do have one now part of the time. The Mayor said that the Police Department is "inside top-heavy" and questioned whether manpower could be diverted to where it may be needed more, on the patrol force. ChiefCharamut askedwho do you take from inside and put on the road? He said that those working inside are not wasted on the Department, everyone inside has a job to do. The Chief said that they have the 4th district approximately four days a w~ek, depending on days off and sick time. A discussion ensued regarding the Police Contract stipulating that when the next officer is appointed another will have to go inside. Because of this, the Chief said that tw~ new officers would be needed. The Mayor said that the could support an additional man if it makes a permanent 4thdistrict. The Mayor asked the Chief and the Police Cc~nission to review his proposal and look into the possibility of establishing a permanent 4th district with the present personnel. The Chief and Police Cc~nissioners left the meeting a 6:40 p.m.. Budget Reviews: Remaining Departments Mayor Peters moved to approve Towns Transfers, as submitted, seconded by DeputyMayor McQuade, passed unanimously. Mayor Peters asked that they wait until the next meeting to act on the Police Department budget.
