1989/06/15Approved ~~)~ J~'~e 15, 1989 Mayor Robert J. Peters called the meeting to order at 7:00 txn. Present were Deputy Mayor Karen F~uade, Deputy Mayor James MmNair, Corporation Counsel E. Tin~fmhy Sullivan, and Dr. John P. McIntosh. Approval of Minutes Deputy Mayor McQuade stated that on page 1, paragraph 4, under Personnel/Purchasing Matters, ~wourk" should be corrected to "werk". Deputy Mayor McNair noted that on page 4, in paragraphs 2 and 3 the werd Mayor in "Deputy Mayor Mc~ad_e" had not been capitalized. A:~ience of Citizens Corporation Counsel Blank Universal Contract Aqree~nt: The Executive Board discussed a sample contract drawn up by Atty. Sullivan to be used when contractors are hired by the Town for jobs of $500 or more in any given year. The Mayor requested this as the Town had not had any written protection previously. Mayor Peters moved to approve this Agreement, seom~_ed by Deputy Mayor McO;.~_A~_, passed unanimously. Heart and Hypertension Filing: Police officer Michael Hines has filed a "Form for Notice of Claim for Cc~pensation" wi+~h the Workm~n's ~satiom Ccmmission of Connecticut under the State's Heart and Hypertmnsion Law. Request for Ruling: Mayor Peters requested Atty. Sullivan to rule on the following question: "Does any official have the right, using his office, to werk against a decisionmade at a Town Meeting?" Atty. Sullivan left the meeting at 7:35 Recapitulatiom of M~n...q~the~s~ Personnel/Purchasing Matters Pool Maintenance Position: The Director of Recreational Services, Stephen Kelly, suhnitted the names of three applicants for this position and requested that the Board approve all three nares, in order, so that if the first did not accept he could go to the second and third if necessary without coming back to the Board. Deputy Mayor McNair moved to approve a request made by'Dr. John McIntosh to consider the six residents and two staff, who reside at his group h~e, as a family, to enable th~m to obtain a family pass to use at the Town pools, seconded by Deputy Mayor Mc~__de, passed unanimously. 4. Mayor Peters moved to add a request f~;, the Park and Becreation Cunn{ssion concerning a new concept, "Art Resources", to the agenda, ~ by Deputy Mayor ~_~e, pas~d ~ly. After briefly discussing the request, which is to create a non-profit distribution center for use_~ble material for craft and learning projects, to be located at the Cc~ty Center, for use by teachers., clubs, groups, etc., Mayor Peters moved to table the request pending the outcome of a meeting with Jim P~,er~LI. Deputy Mayor McNair moved to approve a request fr~n Gary Clinton, Finance Director, to transfer funds in the ammmt of $75 f~,, account %101-2122-121-212, Photo Supplies-Design ~eview, to account #101-2122-121-111, Secretary-Design ~view, seconded by Deputy Mayor McQuade, passed unanimously. The reason for this request was that two invoices for Design Review w~re mistakenly c/marged to another aocount. When the corrections w~re made, the account was over expended by $30 and the additional $45 is to pay the secretary fo= th~ J%1~e meeti~. Deputy Mayor McNair moved to approve a request fr~n the Assessor to transfer funds in the amount of $209.04, frcm account #101-2109-121-208 to account #101-2109-121-231, ~ed by Deputy Mayor McQuade, passed unanimously. Due to a filing error on the part of tb~ Assessor's office, a resident would not receive her elderly tax refund until next year. This transfer will enable her to receive the refund at this time. Before adjourning Mayor Peters said that he would have the four volunteers who have agreed to serv~ on the Volunteer Cc~morative C~L,~.~ttee in to a meeting to get them started. Deputy Mayor McNair suggested contacting either Jack Dennehy or Tony Bosso to see if either would be interested in serving as the fifth ~-~-~er. Dr. McIntosh suggested the n~ne of Bob Probst as a possibility also. May~r Peters moved to adjourn the meeting at 8:40 ~, seconded by Deputy Mayor McQuade, passed unanimously. O
