1985/08/05 EXECUTIVE BOARD MINUTES PUBLIC HEA~ING August 5~ 1985 The Public Hearing was called to order by Mayor Warren E. Kingsbury. Also in attendance were Deputy Mayors Robert A. Argazzi, Thomas W. Ward, Jr. $ Jean Conway, Public Health Nursing Directors Joseph Pohlman, Peck Memorial Library representative. The Board heard two requests for the Neighborhood Assistance Program. The Public Health Nursing Service presented the following program: Project Proposed For Funds From The Neighborhood Assistance Act: 'GOAL To prevent the premature institutionalization of Berlin's at-risk residents who do not qualify for any public assistance programs andwho cannot afford to purchase the needed support services themselves. 'PROflRAMDESCRIPTION The program will offer health monitoring and guidance by a professional registered nurse who will also co- ordinate the other services needed fo= independent living. Homemaking, grocery shopping and escort ser- vice to physicians offices will be provided by indivd- uals who have been trained to work with the elderly/ handicapped and who respect an individuals right to privacy. PROGRAM'NEED The Oentral Connecticut Regional Planning Agency has estimated that Berlin will have the highest proportion of any town in the central Connecticut region by 1990. Currently ranked in second place, and with an estimated 75I of individuals over 65 years of age living in their own homes, this program ie planned to enhance the quality of life and not Just to maintain existence. The Executive Board indicated its intent to approve both projects to the Depart- ment of Revenue Services. The meeting adjourned at ?:40 P.M. Respectfully submitted~ Warren E. Kingsbury~ Mayor F.~ECUT1V~ BOARD MiNUTF. S August 5, 1985 The meeting was called to order at 7:30 P.M. by Mayor Warren E. Kingsbury. Also in attendance were Deputy Mayors Robert A. Argazzi, Thomas W. Ward, Jr. The Board discussed tile abandonment of Wigwam Road of the Vineyard Acres development. Upon motion by Mr. Ward, seconded by Mr. Argazzi, it was voted to abandon a portion of Wigwam Road, from near lot 60, block i0, northerly to near Lot 2B, Block 12; and place this matter on the call of the TOWN MEETING. MOTION CARRIED. UNANIMOUS. Upon motion by Mr. Ward, seconded by Mr. Argazzi, it was voted to appoint Joseph Strattner to the Design Review Co~,ittee, effective immediately. MOTION CARRIED. UNANIMOUS. Upon motion by Mr. Ward, seconded by Mr. Argazzi, it was voted to appoint Susan Buckley to the Youth Service Advisory Board, effective immediately. MOTION CARRIED. UNANIMOUS. Upon motion by Mr. Argazzi, seconded by Mr. Ward, it was voted to place the matter of Zoning Board of Appeals appointee on the agenda. MOTION CARRIED. UNANIMOUS. CUpon motion by Mr. Ward, seconded by Mr. Argazzi, it Was voted to appoint Kevin Fitzgerald to the Zooming Board of Appeals, as'an alternate; term to expire 3/31/90. ~. MOTION CARRIED. UNANIMOUS. ~ ~ The Board discussed two bids -Fencing for the Senior denter and Roofing for the Golf Course equipment barn. However, ,they decided more information was needed before decisions were reached.
