The meeting was called to order at 7:35 P.M. by Mayor Warren E. Kin~sbury
Deputy Mayors Robert A. Argazzi and Thomas W. Ward, Jr. were present.
Also in attendance was Attorney Lawrence Fagan, Town Counsel~ Donald
Ward.
Atty. Fagan presented a letter from Attorney Racznk of Middletown requesting
the revision of his client's easement. The property in question is 71
Mattabassett Street and involves a 15' drainage right-of-way on the
south side. A 19" x 4" inset is presently omitted. Attorney Fagan
suggested extending the 19" area to 26" to run the length of the house
and include the omitted area. Mr~ Seelye, Town Engineer, also recommends
to extend the inset by 7", giving a total'of 4" x 26" Upon motion by
Mr. Ward, seconded by Mr. Argazzi, it was voted to revise the easement as
above and sign the agreement. MOTION CARRIED.
Upon motion by Mayor Kingsbury, seconded by Mr. Argazzi, it was voted to
move into EXECUTIVE SESSION at 7:49 P.M. MOTION CARRIED.
THE FOLLOWING ACTION WAS TAKEN DURING EXECUTIVE SESSION:
Upon motion by Mr. Argazzi, seconded by Mayor Kingsbury, it was approved
by a vote of two to one to appoint Mr. Donald Buffington as the Economic
Development Director. MOTION CARRIED. Mr. Ward was opposed; he felt
that, in light of information given by Mr. Donald Ward, a decision should
be reached with the Personnel Director present.
CUpon motion by Mr. Argazzi, seconded by Mayor Kingsbury, it was voted to
move out of EXECUTIVE SESSION at 8:32 P.M. MOTION CARRIED.
The Board then discussed the new format change at the Golf Course. To
accomodate more golfers, the Park & Recreation Commission has approved
the initiation of a new rule:
The course will use a split-time crossover on weekends and holidays.
Groups will be teeing off on both the first and 10th holes at the same
times: between 7 and 9 A.M. and also between 11:30 and 1:30 P.M. After
completing nine ho~es, all groups will crossover to the nine not played
and complete their round. ~
There will be no new players on the course between 9 and 11 A.M. a~W~his
is when the crossover will take place. This will enable the Course to
accomodate twice as many people between 7 and 9 A.M.
There will be no 9 hole play on weekends and holidays until after all
18 hole play has crossed over in the afternoon or approximately 3:30 P.M.;
at which time both number 1 and 10 can be used for 9 hole play.
It will be necessary for groups to play each 9 holes in no more than 2 hours.
Mr. Argazzi wanted to know who originated the idea, what their reasoning
was, and how would this benefit the Golf Course? He also commented that
O no one goes off at 1:30 for 10 holes, and didn't think everyone would take
only four hours.
Mayor Kingsbury explained that the lack of 9 hole play has caused a gap.
They are trying to fill up the Golf Course between 7 and 9 A.M. The
recommendation was initiated by the Greek Committee and approved by the

Recreation Commission.
Mr. Ward maintained the Greens Committee has no legal right to form policy
since they were never sanctioned by this Board. He stated he was against
whatever they proposed.
Mr. Argazzi was concerned that some of the residents will have to wait to
play nine holes while nonresidents play 18. He asked for a list of resi-
dents and nonresidents to see if any were holding illegal season tickets.
Mr. Ward questioned invalid starting times and mentioned his suspicions of
some people receiving preferential treatment. He is opposed to this pro-
posal. Mr. Argazzi stated that he was, also. When they make major chang-
es, they should first come to us.
Mayor Kingsbury declared he would invite Mr. George Wi~cek, Chairman of
the Park & Recreation Commission, to explain the proposal at our next
meeting.
Upon motion by Mr. Ward, seconded by Mr. Argazzi, it was voted to approve
the Fiscal Year Calander of 1984-85. MOTION CARRIED.
The Board then discussed the alternatives in the disposal of solid waste.
He mentioned there were serious problems with the Waste To Energy Plant
proposal for New Britain, Berlin, Plainville and Southington. Mr. Seelye,
Town Engineer, met with Town representatives and Metcalf & Eddy. The
firm proposed to do the engineering work at a price of $300,000.00. He
felt this price was excessive.
Another serious problem concerned landfill. If Plainville doesn't agree
to receive raw garbage during the maintenance period, the project would

The Mayor expressed interest in-CCRA's new Tonnage rates:
1,000 tons - 19.04 ~
1,500 tons - 15.44
Mr. Ward said these figures are not. guaranteed and CtLRA would sfill have
to have their plans approved by the Department of Environmental Protection.
Yhe Board discussed landfill possibilities.
Mr. Ward stated that if there were any hidden expenses, they will be shared
by New Britain as well as us. He suggested there should be.an advisory board
When asked by the Mayor how he felt about the $300,000 fee, he mentioned we
would have to pay another contractor. He suggested our payment should be
based on population. Mayor Kingsbury was against being locked into a ster-
eotyped engineering plan.
