1977/08/01MINUTES E~C~I~-BOA~ . · :~ August 1,..1977 The meeting was opened at 7:30 p.m., by Mayor Arthur B. Powers. Deputy Mayors Joseph P. Lanzoni and Loren E. Dickinson were present. Also present were ~om Shiel~ represmnt'ing the New Brita/n Herald, M~. Ron Cioffi, representing the Hartford Courant. Present for part. of-the meeting were: Mr. James Godfrey, Mr. Morgan Seelye, Mr. Walter Dobek., Mr. Eric Anderson, Mr. Jack Nielsen, Mr. Henry Baldyga, Harry N. ~Jackaway, Corporation Counsel, and William Seevers, of Gerraghty & Miller, Water Consulting Firm of .Port Washington, L. I. Corporation Counsel Jackaway ~ated'he 'had received correspondence from ~ttorney~ Oland r~garding Universal, Incorporated. The letter was in reference to a 50'.xi !86' rectangular strip added to! the legal description, which should not be deeded to t~e Town of 'Berlin, ~ ' .Mayor Powers stated he had-Written a letter to the Board of Finance re- garding Un/versa1, and that there is 'some obligation for part of the money received ffom'fhe S~le 'of the old Police Station to be used for the road to Universal and Tuffak,~ howeve'~, some money' is .committed to 'a fence and repairs and equipment for 'the Murray H~f~ Park. According tol Mayor Powers, final costs for the road will be drafted soon. Page two, paragraph four of .the Executive BOard minuteS Of July 18, 1977, has the Beautification Committee liste(I ,ms~havihg ~a budget 'of $250.00 for postage and supplies, however, Mayor Powers stated that was the original budgeted amount, but felt before the adjourrnment .of the: last Executive Board meeting, the amount was changed to: read $150.00.' ~DepHty Mayors Lanzoni, and DiukfnsOn were in 'agreement with Mr. Powers. On motion by Mr. Lanzoni, seconded by Mr. Dickinson, it was voted to accept the minutes of~ July .18,- 19.77 as corrected. MOTION :CARRIED. ~' Mayor Powers~ read a ,letter ~fr~m Blanche Mahan', Chairman, Committee for the Aging.. The. letter .read in par%;tha~ '~a ~eting .was held on 7/25/77 and they drafted new guidelines for the-seniorS bus. She also stated~ a meeting with representatives of the SeniOr Citizens groUp Will be held, ~nd Messrs. Murphy and Davis will then discuss the new guidelines with the Seniors. Mrs. Mahan stated she would forWard a .copy of the guidelines to Mayor Powers and hoped to..=Omplebe all this action witki~~ the month. (Check minutes of 7/18/77 for further details). ., ' Prior to the Executive Board meeting, M~. Clifford Lan~ry, Administrative P~(~]ect Director presented Mayor ~owers with a list of position openings, and job descriptions, with copies included for Deputy Mayor Loren Dickinson and Deputy Mayor Joseph Lanzoni. Position openings included were as follows: Equipment Operator Class III~ Horticulturist~ Laborer Park Department. Mayor Powers stated he requested the position of Horticulturist. Mayor Powers requested Mr. Lansoni and Mr. Dickinson to read the position descriptions, stating he would contact them in the near future regarding their opinions on same.. ~ A request by Mr. Gary Clinton, Finance Director was made to sign a claim for 'dQg ~damages. The claim was ;in the amount of $22.40 .that .was pa£d to Mrs .~ Jane Pupechi, Old Hatchery Road~' Kensington, for damage :done by dogs to seven rabbits on her property.. ReimburSement to the Town is mad~ by the State ~cauee the dogs~ are .unknown. ~ On motion by Mr. Lanzoni, seconded by Mr. Dickinson, 'it was voted to sign the claim for dog damages. MOTION CARRIED. A request ~was ma~e by ~rancis J.-Motyka~ Tax Collector, to refund $4.'16 to Mr. Garland" R.. Michaud, 120~ Patterson Way;~ Berlin.~ A mistake was made in assessment, therefore', Veterants. refund owed to Mr. Michaud. On motion by Mr. Lanzoni, seconded by'Mr.. 'DiCkinson, it was voted to sign refund of $4.16 'to Mr. Garland Michaud. MOTION ~CARR~.D, DiscuSsion was~ held regarding the problems of the Water lev~l at Taine; Mountain Day C~ and. the Svea Club ponds off Kensington Road. · © Water levels at both ponds are very low, therefore officials of Taine Mt. and Svea Club metl with the EXecutive Board to determine if the Town pumps were causing the,~low levels of' Water'. Mayor Powers stated that Garraghty .& Mil~ler, a Consulting Firm of' Long Island did a cursory study of the water situation to see what 'could be done to alleviate the problem. 'Mayor Powers then introduced Mr. Seevers of the above mentioned firm, to discuss with pond officialsI the situation. Mr. Seevers stated the Town, along with ~arraghty ~ 'Miller, ~ere record- ing water levels at the ~Vea Club pond since last January, however he felt a full four seasons, (winter, spring, summer and fall), was necessary to ~et.er~ine whether the .water level would' retur~ to 'normal. Mr.. Seevers state~ that if the water table returns to normal, we will have successful well field that isn'tt ~epleting itself.~ Mr. Nielsen requested Mr. Seevers to make his' statement more complete, and Mr. Seevers state~ he realized he was being a bi't a~adem~c, however, he could not be more specific at the time. 0 The bidders.~were as follows= Mr. Dobek of Taine Mountaih Day Camp stated the wa~er was so low that the algae would not flow over the dam by itselcf, and he had to shovel it by hand, stating this was rediculous. He also stated he was concerned about his business. Families have already paid for their children to attend 'the day camp, and naturally it Would have a~ ~adverse effect ~f he is having, water problem~-.. H~ said if the wa~er level drops enough, he will lose his business. Mr, Seelye claimed this summeri'~s'weather was' a semi-drought, and felt part of the problem was due to that, at which point,Mr. Nielsen .suggested the people of the Town of Berlin pray for rain. Mr. Seelye also stated this water, prob.1~m ~iS new to the town, amd it 'is nOtl known if there will be any effect bY the' tow~!s action to restore the water. T~e question was asked if there was a possibility of shutting down the town pumps, and Mr~,Seevers said there was no intention of doing that at this time. ~ ' T _~.. Mayor Powers sta~ed, he was sorry about this Pr0blem,"he didn't want to see the ponds de'~troyed, or want adverse financialProblems at' Taine Mountain Day Camp. He said "there should be a solution to an 'obvious p rob lea." According .to, Mmyo~ ~.owexs,. on We~/aesd~y, l%Uqust 3, 1977, the town will begin pumping 250,000 gallons of water a day into the Svea Pond in order to prevent stagnation there and at Taine Mountain Day Camp pond. According to Mr. Seelye, only two~ b~ds were received., andi his .recommendation is that the LeManquais CompanY of TOrrington be awarded the contract for the propelled asphalt-paving machine,, as they were low bid. Mr. Ha~er stated there were seven companies bidding, O~ t~res' tubes and recapping. (SEE ATTACHED SHEETS). He said'-Wallabout Tire Company of Kensington was the apparent basic low bid-, however, h. is opinion was that their bid should be rejected because they bid on a bias ply tire, which is a cheaper tire, and! not on the bias .belted',ti.res~ as the spe~-ifications called for. However, Wallabout Tire wa~ the. low bidder.on tubes and recapping. The apparent .low bid on passenger" tires, was Capit~t Tire Company of East Hartford. MOTION CARRIED. Mr. Haber requested permission to send a letter to the seven companies that bid on tires, for a bid on four (4) payloader tires, as this request for prices was inadvertently omitted from the original bid. On motion by Mr. Lanzoni, seconded by M~. Dickinson, it was voted to allow Mr. Haber to request a price on four new tires for a payloader, from the se~en companies. MOTION CARRIED. There being no further business, the meeting was adjourned at 9:30 p.m. Respectfully submitted, O ADDENDUM AUGUST 12, 1977 Telephone poll was taken on August 12, 1977, resulting in the following: On motion by Mr. Lanzoni, seconded by Mr. Dickinson, it was voted to award New Britain National Bank & Trust Company, the serial notes in the amount of $100,000 at 5.125%, for loose equipment , as they were the low bidder.
