On Tuesday, September 17, 1985, the Design Review Committee met
in Room 9 of the Berlin Town Hall at 7:30 P.M. Members in
attendance were: Mrs. Ingeborg Lukens, Mr. Allan Hall, Mr.
Joseph Strattner, Mr. John Gemmell, Mrs. Sally Macfarlane,
Chairman and Mrs. Juliet Benjamin, Secretary.
The Committee met with Mr. Kenneth Nelson, President, Mr.
Michael Nelson, Vice President of Kenson Co. Inc., owners
of PUTTERS PARADISE, Miniature Golf Course, Lot 1A, Wilbur
Cross Highway, Berlin, Mr. Barton Bovee, Engineer for Hewitt
Engineering P.C. and Mr. Allan Hall, Landscaper to discuss
plans for the miniature golf course.
The Committee also met with Mr. John Eberle, Architect, Mr.

Vice President of Building Contractors, Inc. to discuss plans
for an addition to be built at THOMAS S. HALEY ASSOCIATES, INC.

SUBJECT: THOMAS S. HALEY ASSOCIATES, INC., 196 Woodlawn Road, Berlin
On Tuesday, September 17, 1985 the Design Review Committee
met with Mr. John Eberle, Architect, Mr. Barton Bovee, Engineer
with Hewitt Engineering P.C. and Mr. Paul Capuano, Vice President
of Building Contractors, Inc.,builder to discuss plans for
and addition to the Thomas S. Haley Associates building at
196 Woodlawn Road.
The proposed addition will be approx. 9,800 sq. ft in
size,
ze, 1401 x 165' and trapezoid in shape, located at the.
rear
of the building. The side of the addition will be on the new
street, Fuller Way and will be located next to the new H & S
Realty building.
A major portion of the building will be used for rental
purposes with Haley Associates occuping approx. one fourth of
the addition. The roof line of the addition will be approx.
4' higher than the existing building. Mr. Paul Capuano,whose
father built the original building, stated that the same
materials will be used in the addition as were used in the existing
building. Split rib and textured block will be used for the
outside. There will be three loading docks on the north side
of the addition at the rear. It was stated that Haley Associates
distributes medical supplies and that there is no manufacturing
done at this building.
Parking will be provided at the entrance on Fuller Way
and the parking area could be expanded along Fuller Way to
accomodate more employees.
Lighting is on the building and additional lighting will
be installed along the loading dock area at the rear of the
building.
The Committee recommended that Andorra Junipers not be
used in the plantings because they do not do well on this, side
of the river and are subject to blight. It was suggested that
Virqinianna Juniper which is approximately the same size and
grows to the same height would be a good substitute. The Planting
schedule also includes Bridalwreath Spirea, Pfitzeriana Juniper,
Dwarf Winged Euonymus, Carolina Rhododendron, Flame Azalea, Arnold
Forsythia & Siberian Dogwood.
The Committee stated that the Thomas S. Haley Associates
building is one of the most attractive buildings in the town
o -f Berlin - and the -build.ing -will- be even -mere attractive -with.
the completion of the addition.

SUBJECT: PUTTERS PARADISE, Miniature Golf Course, Lot 1A, Wilbur Cross
Highway, Berlin (next to Speak Easy Cafe, south of intersection
with Bishops Curve).
The Design Review Committee met on Tuesday, September 17, 1985
with Mr. Kenneth Nelson, President & Mr. Michael Nelson, Vice
President of Kenson Co., Inc., owners of the golf course and
Mr. Barton Bovee, Engineer for Hewitt Engineering P.C. and Mr.
Allan Hall of Johnson Gardens, landscapers, to discuss plans
for the new miniature golf course.
Mr. Kenneth Nelson & Mr. Bart Bovee described the elevations
of.the course. The parking lot will be on ground level and the
golf course will be located on three levels with 4' increments for
each level. Each level of the course will be approx. 40' in
width and the entire course is approx. 120 sq. ft. There will be
four stairs between each level of the course.
A vinyl coated green chain link fence will be used around the
golf course area. The parking area will not be fenced.
Lighting is proposed for. the parking area and also 6 sodium
pole lights on the course. There will be two of these poles on
each level and each pole contains four lights.
Plans call for a starter shed and a snack bar. After checking
with the Building Dept. the Committee found that toilet facilities
must be provided as long as there are employees on the premises.
Plans for the septic system and toilet facilities must be approved
before a building permit can be issued.
Mr. Allan Hall of Johnsons Gardens explained the landscaping
plans to the Committee. There will be a raised planter area at
each side of the entrance with possibly a large stone in each along
with some low profile evergreens. The area along the front of
the property will be hydroseeded or turfed. An arborvitae screen
is planned for the Speak Easy side of the property. These plants
will be 3' to 51 in height. The area around the perimeter of the
course will be grassed and the bank areas on each level will be 10'
planter areas with vertical plantings (junipers, Pygmy Barberry, etc.)
and washed white stone surrounding the plants. The areas between
the holes will be natural turfed.
Some attractions planned for the course are: a 9' high bear,
a seal, a horse, a wishing well and a whale in a pond that spouts
water.
The plans call for 63 parking spaces and additional land is
avail -able- tor-gxpansjop- of the parking_ area.
Permits would be required from the State of Connecticut to
,put up a sign on a state highway. Mr. Nelson was told by the
Committee to check with the Building Dept. to find out the
requirements for set -back, etc. for a sign.

The Committee would like to see any plans for a sign and
also plans for the snack bar and ticket building with plans
for toilet facilities and handicap facilities when they are completed.
