EXECUTIVE BOARD
August ,5, 1974
The meeting was opened at 3:30 p.m. by Deputy Mayor Ooseph P. Lanzoni.
Deputy Mayor Dickinson was also present. Mayor Arthur B. Powers was
absent.
On motion by Mr. Lanzont, seconded by Mr. Dickinson, it was voted to sign
a tax abatement form as recommended by Tax Collector, Francis J. Motyka,
in the amount of $21.60 to Richard Incorvatt, c/o Emery Air Freight,
of Windsor Locks. This abatement is a result of excess payment. MOTION
CARRIED.
Dids were opened for Radio Maintenance on 28 June 1974. There were three
bidders (a bid did come in from Motorola~ but the bid was late and there-
fore not accepted). Bids, as read from the bid sheet given to all bidders,
were as follows:

Before leaving on vacation, Mayor Powers discussed this matter with Mr.
Edward Haber, Chief Mechanic. It seems that Huntress Electronics was
the only firm to submit a complete and detailed bid. It.was also apparently
the lowest bidder. A day or two after the bid opening a Mr. McClusky of
Pioneer Communications contacted Mr. Haber saying that they were the low
bidder becasue they had allowed a 12~ discount on their total bids. Mayor
Powers discussed the matter thoroughly with Mr. Haber who advised in a let-
ter to Mayor Powers and the Board that when the bids were opened, the
prices were read off the bid sheet provide by the Town. However, it seems
that Pioneer Communications submitted on the spec sheet their qualifications
and total price - also typed in was this 12%. Mr. Haber states further
that he feels strongly that this information should have been submitted on
theJr letterhead and should have been signed by'someone in authority. Mr.
Haber said that he has not been too happy with the service and installation
work performed by Pioneer Communications and has always been satisfied with
the work performed by Huntress Electronics. His recommendation is that
Pioneer's claim that they should be considered the low bidder should be
rejected on the basis that (1) they faled to submit a complete bid and;
{2) they failed to have it signed by an authorized person of the Company.
Mayor Powers left a written note stating that he would accept Mr. Haber's
recommendation'to accept Huntress Electronics as low bidder, but since there
was a question, he felt the Executive Board should vote unanimously to
accept of reject.
On motion by Mr. Lanozni, seconded by Mr. Oickinson, it was voted to award
the contract for Radio Maintenance to Huntress Electronics at a total bid
price of $5,535.00. MOTION CARRIED.
On motion by Mr. Lanzont, seconded by Mr. Dickinson, it was voted to award
the bid for concrete flooring to be done at the Park. Department Building to
the low bidder, New Britain Concrete Works at a bid price of $1,800.00,
based on the recommendation of Theodore Hrubie¢. MOTION CARRIED. (Other
Bidders were as follows: Concerto Ptzzo at $l.g$0.00 and A OiPinto at
$2,0S0.00)

On motion by Mr. Lanzont, seconded by Mr. Dickinson., it was voted to
approve the Rizza Drilling Coeperation to dig a well at the recreation
area at Timberltn Golf Course for a price of $1,055.00. The money for
this well is in the Park and Recreation Budget and Mayor Powers stated
in a note that we got an.exceptionally good price based on the bids which
we got for South Kensington residents. MOTION CARRIED.
There being no further business, the meeting adjourned at 4:00 p.m.
