1972/04/10MINUTES BOARD OF SELECTMEN April 10, 1972 The meeting was opened at 7:30 p.m. at the McGee School by First Select- man Arthur B. Powers. All Selectmen were present. Also present were: Deena Clavette and Blanche Mahan of the press. On motion by Mr. Lanzoni, seconded by Mr. Rio, it was voted to accept the minutes of 4/3/72. MOTION CARRIED. Mr. Powers reported that Mrs. Leicach, Chairman of the Sub-Committee of the Drug Action Committee was going to meet with the Board of Finance on 4/20/72 regarding the hiring of a Youth Counselor~Coordinator. Mr. Powers reported that Mr. Carlson has been sending out letters to owners of vacant houses and also property owners who have junk cars on their property. Mr. Powers stated that he had sent out copies of Mr. Rio's proposed ordinance for establishing a Code of Ethics~to all Department Heads and that he would be holding a meeting to discuss it. Mr. Powers invited Mr. Rio to be present. Mr. Powers said he had received an official notice from the State Labor Department stating that there would be a hearing on whether or not to allow the Berlin Policemen to hold elections for a new union on April 26th. At that time the State Labor Department will decide if a new election is justified based on the contract and other factors. Mr. Powers said we will just sit back and watch. Mr. Powers read a letter he had received from Mr. O'Connor stating that he had written to Mr. Wellington, the Fact-Finder and had in turn received a letter from Mr. Wellington stating that present fact-finding will be held in abeyance until the decision of the State Labor Board is known. On motion by Mr. Lanzoni, seconded by Mr. Rio, it was votedto sign an agreement which requests a total of $12,000 from the Town Aid Fund for Unimproved Roads foT<.the purpose of expending the sum of $12,000 to grade, drain and )nstall necessary culverts and a processed gravel base for approximately 1200 lineal feet of bituminous concrete pavement on West Lane. MOTION CARRIED. Mr. Rio asked if there was any report on the fence at the Culver property. Mr. Powers said he knew that Mr. Szymanski and Mr. Curnow has discussed the matter. Mr. Powers will check with Mr. Curnow for full details. Regarding the stop sign at Winesap and Norton Road, Mr. Powers said he had given this request to Officer Valentine. Mr. Rio asked if Mr. Carlson had investigated the matter involving the motorcycle clubhouse on Farmington Avenue. Mr. Rio says he under- stands they are no longer selling motorcycle parts. Also that they have a band down there. Mr. Powers said he would get a full report from Mr. Carlson.
