BOARD OF SELECTMEN

The meeting was opened at 7:00 p.m. by First Selectman Arthur B. Powers.
All Selectmen were present.
Also present was B~anche Mahan of the press.
On motion of Mr. Lanzoni, seconded by Mr. Johansen, the minutes of the
October 5th meeting were approved. (There was no meeting on October
12th due to the holiday). MOTION CARRIED.
On motion of Mr. Lanzoni, seconded by Mr. Johansen, the Selectmen voted
to pay a tax rebate to Paul Garrity in the amount of $81.00, under'Public
Act 738, Veteran's Exemption. MOTION CARRIED.
The Selectmen reviewed the architect's plans for the renovation of the
Town Hall. Mr. Powers said that he checked out the staircase shown on
the plans and found that it is an emergency exit only. Mr. Powers is
waiting for estimates from Mr. Carlson and then the plans and costs will
be presented to the Board of Finance.
Mr. Powers read a letter from Miss Catherine Rossi thanking the Selectmen
for their help in getting a proper division fence erected between her
property and that of Mr. Rampone. She did, however, request that the
Selectmen see what can be done to get Mr. Rampone to keep his pigs penned
as she feels allowing them to roam is a health hazard.
Mr. Powers read a letter from Joseph P. Cianci, attorney for Mrs.
Jeanette Hinkson of 97 Becket Avenue, in regard to a claim against the
Town of Berlin for "the maintenance of a public nuisance which has caused
severe damages to Mrs. Hinkson's property over the past nine years, due
to the fact that the road in front of her property has been in disrepair
for at least this period of time and that all surface water and drainage
water has been flowing into and around her property, eroding the same,
causing damage to the foundation of her house and rotting of the house."
Mr. Powers said he had viewed the area and that this is one of the streets
in the bonding program for road improvement. In the past the Board of
Finance has turned down the program but the Board may change its mind next
year. Mr. Powers said also that he felt Mrs. ~inkson has a legitimate
gripe with respect to the water, but as far as putting in curbing, this
would all have to be torn up again if the road program went through. Mr.
Powers said he would talk with Mr. Seelye and Mr. Curnow about some temporary
relief for Mrs. Hinkson, possibly putting in a temporary berm. Mr. Powers
said he would write to Mr. Cianci regarding this matter.
Mr. Powers read a letter from Harry N. Jackaway, Town Counsel, regarding
a claim against the Town of Berlin by Mrs. Helen Murphy. The claim arose
from a fall in front of St. Paul's Church where the sidewalk had been
raised one and one-half inches. After a pre~~ hearing, Judge Monkiewicz
suggested that the case be settled for $571.75. Mrs. Murphy's attorney has
agreed to this amount. (Medical costs $71.75, plus $500 damages).

On motion by Mr. Lanzoni, seconded by Mr. Johansen, the Selectmen
voted to authorize Mr. Jackaway, Town Counsel, to settle the claim
of Helen Murphy vs the Town of Berlin for $571.75. MOTION CARRIED.
Mr. Lanzoni moved, seconded by Mr. Johansen, to dissolve the present
Berlin Youth Council, thank all those who worked on it and appoint a
new Youth Council consisting of the following members: Richard Anderson,
Mrs. Lillian Klotz, Mrs. Marjorie DeGroff, Mrs. Della Keller, Father
Lord, John Lukens, Dr. John Fitzsimmons, Mrs. Lee Skolnick, Officer
Maurice Valentine, and Arnold Frost, who will remain in the position of
Director. This new committee is to be an arm of the Park and Recreation
Commission functioning as a Selectmen's sub-committee working with the
Park and Recreation Commission and Recreation Director Robert McGlone
and to have their budget included as a separate item under the Park
and Recreation Commission budget, with the expectation that they will
work with the Park and Recreation Commission as well as other recreation
groups in the community, i.e., Berlin-Kensington Y.M.C.A., St. Paul's
Youth Group, etc. MOTION CARRIED.
Mr. Powers said he would arrange for an organizational meeting with
the new Youth Council and the Park and Recreation Commission as soon
as possible.
Mr. Johansen asked whether or not materials from clean-up week could
be dumped on town-owned property near the American Legion Home. Mr.
Powers said that Dr. Chotkowski had ruled against this type of fill.
