1962/08/211. Regular Meeting Berlin Town Planning Commission August 21, 1962 at 8 P.M. Commission Members present: Robert Bennerup, Nunzio Rosso, Henry Winterbottom, sod Aldo Castiglloni. Also, James F. Kisssne, Jr., Town Engineer, and Margaret Gooby. 2. Madison Estates - Bernard Road - Mr. Domler appeared stating that they wish to change the lot sizes on Lots 47 and 48 on the fo~lowing map - "Resubdivislon Lots 47 snd [~8 Section VIII, block 38, Madison Eststes, Property of Sylvania Gsrdens, Inc., Bernsrd Road, Berlin, Conn., Scsle 1"=40', August 1962, Survey by Hsrold R. Ssnderson, C.E. ~ L.S., Bloomfield, Conn." A portion of Lot 47 will be deeded to Lot 48. 47 is s till the property of Sylvania Grsdens, 48 hss been sold. Before the Commission csn act on th~s request a letter from the owner of Lot 48 stating that they sro willing to accept th~_s sddlt~.onal lsnd ts necessary. T~e Subd[v~.slon Fee is also required. Mr. Domler was ~nstructed to obts~_n the letter and present both the letter and the fee to the Town Engineer who w~ll then prepare and submit to the local papers the necessary legal not~.ces for s Public Hearing on this subSivis~.on. The map was left with the Town Engineer for checking. 3. Mr. Domler asked if the ~2000 bond on Bernard Road could be reSuced to ~:10~. T~e Town Engineer stated that the last heavy rain starm csuse~ quite s bit of dirt to be washed down onto the reed. Th~.s condition must be remedied before sct~on on approving the road can be tsken. 4. Brookv[ew Hills - Resubdivision - The following map wss presented showing Lot 39 as shown on the previous map deleted. "Section 2 Brookvlew Hills owned so8 developed by Brookvlew Hills Development Company 69 Main Street, Kensington Conn., 6/1/62 J.P. Williams, C.E. Scale 1"=40', Revised 7/12/62, Revised 8/4/62." J. Kissane stated that deletion of lot 39 increases the size of both shutting lets, 38 and ~0, and was recommended by the Health Director because of drainage problems. Tuesday, September 4 st 8 P.M. was the time set for the Public Hearing on the Resubd[vision. Mr. Kfsssne will tske care of prepsring and having published the necessary legal notices. 5. Nell Mshoney - see Feb. 6 M~nutes, Item l0 - Mr. Kissene presented the following m~p for ffn~l approval. "Property of Chums Charcoal C~r Hop, Inc. at Spruce Brook Ro~d, Berlin, Conn., May 19, 1962 Scale 1"=40' Barry V. Squ~llscote." Mr. Kissane reported that the map is o.k. engineering-wise and recommended that final spprevsl be g~ven, the Health Director has spprove~ the map and has signed it. On mot[on of H. Winterbottom, seconded by A. Csstfgl~onf final approvsl wss Voted. Msp was s~'~,ned by Commission members present. 6. Proposed Zoning Regulstlons - A copy of the Revised Zoning Regulations along with the letter of transmittal to the Planning Com~uIsston was received. Both were placed on file. Copies other than the official copy to the Commission hsd been distributed previously to the Commission Members for study sod discuss[on. A meetlng on these Regulstions wes held with the Zoning Commission the week of August 12. In s further discussion of the Regulations tonight the Commission considered pr ires r fly: - l) The ares to be classified for 2 acre lots. 2) Two of the sre~s proposed for Planned Industry s) Vicinity of Colchester Egg Farm (rear of Wilbur 0ross Highway) b) Beckley (~long Sebethe River) It wes the consensus of the meeting that we approve these two proposals. We will d~scuss these Regulations again at our next meeting. 7. Earl Street - Expiration of Bond - see Item t2 July l0 Minutes. Mr. Ktssane reported that the Bonding Company states that we bare not given them e~ough ineormat!on on which to release the Bond in favor of the Town. It was decided that before contacting the Bond~ng Co~pany ~g~n we sboul~ ~!sc,~ss this more fully w~th the Town Counsel sod the ~elect ~en. ~.tr. Kiss~ne w~ll set up a meeting for this purpose. 8. On motion of A. Casttglioni, seconded by H. Winterb~ttom, the M~nutes of the July 10, 1~62 Meeting were approved as written. 9. Grandview - Item 5, July l0 M~nutes - refer to Minutes of Special Meeting of August 10. 10. Forest Hills - Item 6 July 10 Minutes - refer to Minutes of Special Meeting of July 18, 1962. 11. Grahsm-Gischel Property - Item 4, July 10 Minutes - nothing new. 12. Huth Subdivision - Item 10 - July 10 Minutes - in proQess of being settled. 13. Mr. Francis Dobrowolski appesred t o present plans for a proposed swi~alng pool at the Peck Estates Development, Chamberlain Highway, Kensington. Present plans call for the formation of an association by the property owners to maintain end defray operating costs of the pool with ownership to remain in the hands of the Developer's Corporation until such time ss the Associetton might wish to take over the pool and property. Mr. Dobrowolski will eppear at t he next meeting w more detailed plans snd Informer[on on legal and financial responsibility applicable thereto. 4. Mr. 2chultz appeared in connection with s change in Section 11, Maple Manor, Sterling Drive, J. Williams, C.E. This map had received Final Approvel at a prevfoue meeting, but hsd not been placed on file. Due to changes In the ssnttsry sewer system s new map was presented for approval. Motion was m~de by Mr. Castiglionf and seconded by Mr. Rosso to grant final approval. Motion carried sod map was signed by members present. 6. Mr. Schultz presented for discussion s map of property formerly owned by Lyman E. Hall .~ Louise H. Sengle, which property he proposes to subdivide. After con- siderable d~scuss%on Mr. Schultz was asked to have his ~ng%neer contact t he Town Engineer on this matter. 7. Kristopek property - Mr. Ktsssne presented for information a sketch of s pro- posed change on the proposed Kristopek property subdivision. The developer proposed to connect with Crater Lone and not Ellsworth Boulevard as originally proposed, sod also asked if the Planning Commlss~on would wsive grade maximums. Action was deferred until the next meeting so that Planning Commission members could inspect the site. 8. Motion was made by Mr. Rosso and seconded by .Mr. Castlglionl to reduce Performance Bond from ~2000 to $1000on Sylvania Gardens, Bernard Rood, berlin, Conn. Motion carried. (see August 21 Minutes - Item 3) 9. A map was presented by Mr. Kisssne on s propdsed subdivision of'property owned by John Pecyns, Beckley Road, berlin, Conn. containing ~ lots. A motion wes made by A. Castlglioni, seconded by N. Rosso to grant final approval. Motion csrrfed sod map was signed by members present. 10. Map presented for Final approval on Sections 4 & 5 of Oak Dayl Subdivision 0skwood Road, Berlin, Conn., J.P. Wflllams,C.E. Mr. Kissane stated that englneer~ng- wise the map meets with his approval. Motion made by Mr. Rosso end seconded by Mr. Cssttgliont to grant final approval. Motion carried sod map was signed by members present. ll. Map presented on property now or formerly owned by St%les & Reynolds Drlck Co. Christian Lane, Berlin, Conn., J.P. Williams,C.E. This was in compllsnce with s letter from the Plsnning Commlss~on in which the owners were advised t hat an illegal subdivision had been created. Motion was made by Mr. Castiglioni sod seconded by Mr. Rosso to grant final approval.Motion carried and map was signed by members present. 12. Mr. Castiglionf moved and Mr. Rosso seconded the approval of the Minutes of the Regular August 21 1962 Meeting. So Voted. 13. Huth Subdiv[ston - nothing new. 1;~.
