1968/10/07MINUTES BOARD OF SELECTMEN OCTOBER 7, 1968 First Selectman Powers opened the meeting at 7:30 p.m. were present. All selectmen Also present were: Mr. David Gulvin, Mr. Victor Darnell, Mr. Sbona, Mr. Carlson, Mr. Richard Covini and Mrs. Blanche Mahon of the press. The secretary read the minutes of the selectmen's meeting of September 30, 1968. Mr. Johansen asked that in regard to the paragraph on invitations received in the selectman's office on ground breaking ceremonies, he would like it noted tha~ there had been other times that Mr. Powers neglected to inform him of/ribbon cutting or ground breaking ceremony. Mr. Powers said that he never purposely kept an invitation from any of the selec- men when invitations were received addressed to all the selectmen. Mr. Johansen said nevertheless he wanted this to be a correction in the minutes, and it is so entered. With the correction being made a motion was made by Mr. Lanzoni to approve the September 30th minutes, seconded by Mr. Johansen. MOTION CARRIED. Commenting on the minutes of September 30, 1968 regarding the awarding of the contract for Dry Masonry Retaining Walls on Episcopal Road, Mr. Gulvin asked how were the specs written on the bid, and what would hap- pen if the exact specifications were not met. In this case, he mentioned Giuseppe Campagna of New Britain who was the low bidder and was awarded the contract. Mr. Powers explained that the specs were drawn by the appropriate people and that the contractors had to provide a bond which protected the Town and therefore had to meet the exact specifications. Mr. Sbona commented that in this particular case, he knew of Giuseppe Campagna's work and said that he did an excellent Job. Mr. Johansen then brought up the subject of McKeon of ?armington doing work for the Town and that his reputation was not too good. After a general discussion, Mr. Powers said that he was to finish the work he had started before continuing on to the next Job for the Town. Mr. Powers announced that bids were opened on October 7, 1968 at 10:00 a.m. for a 1/2 ton pick-up for the Park & Recreation Department. The bids were as follows: Berlin Auto Sales, Inc. LeBrun-Slckler Ford, Inc. Bralnard Ford Truck Sales $2,550.00 2,623.35 2,469.00 Mr. Lanzoni moved that the low bidder Bralnard Ford Truck Sales, Inc. be awarded the contract as recommended by Mr. Seelye. Mr. Johansen seconded. There had been one appeal over the several 3rears since the board was establ-ished. He invited Mr. Emil Carlson to attend this meeting to orient them as to what the problems were and to establish a date as to when a hearing wiI1 be held. Mr. Powers said that he had also invited Leonard .'~brahamson, Pat K~nney and Henry Baidyga, but they did not attend. Mr. Johansen stated that he had been in touch with Mr. Joseph Blackburn and he ~as very interested in serving as a member of the Industrial Development Commission. Mr. Po~ers sai~ that he ha~ talke~ with him earlier during the wea~, as he thought Mr. Blackburn would be a real asset to the Board, but that Mr. Blackburn told Mr. Powers he was not interested in serving on,a Commission at this time. After a general discussion with the selectmen, Mr. Powers called Mr. Blackburn on the telephone and again asked him if he would be willing to serve as a member of the Industrial Development C~mmiss~on and he accepted. Mr. Lanzoni then moved that Mr. Joseph Blackburn fill the unexpired term on the Industrial Development Commission left by the resignation of Daniel Landon, seconded by Mr. Johansen. MOTION CARRIED. Mr. Powers read a letter he had received on October 3, 1968 from George Kanupka, Jr. Commander of the American Legion in whic~ he stated that at its monthly meeting the American Legion passed a resolu- tion to create a committee of three legionaires to oversee the maintenance of the Town's War monuments. The names submitted in Mr. Kanupka's letter are: Grant Skinner Wolcott Brown Richard Pinches Mr. Powers stated that this committee would be particularly concerned with helping of the maintenance of the Wilcox War Memorial Monument on Worthington Ridge. Mr. Lanzoni moved that this committee be accepted for this function, seconde~ by Mr. Johansen. MOTION CARRIED. Mr. Powers read a letter he receive~ from George Kanupka, Jr. in which at a meeting the American Legion had passed a resolution requesting that a Veterans Committee be appointed in the Town of Berlin. It would be the contention of the Legion that Veterans be appointed to t~e commission. Mr. Kanupka enclosed a list of names for consideration to be appointed to such a commission which are: -page three- BOARD OF SELECTMEN MINUTES October 7, 1968 George Kanupka, Jr. Sebastian Amenta James Lanni Andrew J. Barniak John Pulcini Grant Skinner Clifford Gates Justin McQueeney Mr. Kanupka further stated in his letter that the purpose of this committee would be to serve as an advisary Board to any of the Veterans of the To~n of Berlin, in filling out reports for disability or other forms, secondly have the supervision of the memorial day parade, and third, the needs of veterans. Mr. Powers suggested a letter be written to ~'~tty. Harry Jackaway, Town Council, so that he could draw up an ordinance to establish such a committee or commission to be voted on at some futuze '~cwn Meeting. Ail selectmen agreed. Mr. PoJ~ers read a request for abatement of property taxes for Clara Gallnot of $38.00 as recommended by Francis J. Motyka~ tax collector. He explained the reason for it and read the breakdown of the figures. Upon a motion made by Mr. Lanzoni and seconded by Mr. Johansen the Board of selectmen voted to refund the $38.00 to Clara Gallnot of 832 Lower Lane ~srlin. The selectmen accepted the resignation of Natalie Gagliardi from the Pollution Abatement Commission. No name was submitted to fill the vacancy. In regard to this vacancy and future ones to be filled, Mr. Powers said that his secretary, Miss Casella was now working on a revised list of all boards and commissions, bringing it up to date, so that the selectmen wiil~now when a reappointment is to be made and can make reference to this file when needed. OTHER BUSINESS: Mr. Johansen wanted to know what happened to all the accidents in town when the Town's insurance paid for them, particularly in regard to accidents involving Conne~icut Light & Power Company poles. Mr. Powers explained that ususual~yit is repaired, a claim is sent to the Insurance Company. When there is an individual involved, a claim is sent to the Insurance Company and if the Town,insurance pays, the Insurance Company sends the payment directly to the individual. -page four- BOARD OF SELECTMEN MINUTES October 7, 1968' Mr. Johansen stated that he would like to be reimbursed for the gallon of paint that he bought for the town, when the offices in the town hall were being renovated. The selectmen agreed that he should be paid, and as soon as he submitted a voucher for payment he would be reimbursed.
