1968/08/12MINUTES BOARD OF SELECTMEN August 12, 1968 The meeting was called to order at 7:30 p.m. by First Selectman Powers. All Selectmen were present. Others present were: Sgt. Thomas Gerdis and Officer William Scalise, representing the Berlin Police Pistol Team, Mrs. Blanche Mahan and Mr. Richard Covini, both of the press. The minutes of the previous meeting were approved on a motion by Mr. Lanzoni, seconded by Mr. Johansen. Motion Carried. Mr. Powers stated that the tree discussed at last week's meeting is owned by Mr. Ronketty. The owner is agreeable to having the limbs cut. Mr. Seelye will contact the owner and look further into the situation. Mr. Powers noted that Liberty Machine has done some mowing but there are still patches that need attention. Mr. Powers will contact Mr. Nappi again this week. Mr. Powers reported the following bids were opened for road work on Porters Pass: 1. Brewer & Horan $ 99,846.42 2. Della Construction $103,766.50 3. McKeon Brothers $115,567.30 Mr. Lanzoni moved to accept the low bid of Brewer & Horan on recommendation of the Town Engineer. Mr. Johansen seconded. Motion Carried. Mr. Powers read a report from the Connecticut State Department of Health, dated June 18th, which stated that Thomas Pregman, Sanitarian had inspected the Refuse Disposal Area on Deming Road and the Refuse Disposal Area adjacent to the incinerator on Christian Lane. Results of that inspection reveal that the City of New Britain is in violation of Section 19-13-B24a of the Public Health Code. Among the recommendations made were that these operations be converted to a sanitary landfill; there should be better separation carried on at the Deming Road site; more adequate signs and instructions should be posted explaining where various items should be dumped; bulky compactible items should be crushed on a regular basis; acquisition of a chipper to reduce the amount of brush burning and that additional sites be considered because of the small amount of acreage remaining for landfill. Mr. Powers discussed the matter with Dr. Chotkowski, who had also received a copy of the report, and it was decided that a letter should be sent to New Britain giving them until September 1st to comply otherwise, appropriate action would be taken. Mr. Powers stated further that the attitude we are taking is necessary and was brought about by the negligence of New Britain and now that the State says they are in violation we expect them to comply. SELECTMEN'S MINUTES (continued) August 12, 1968 Page two Mr. Powers announced that under State Statutes the Town is required, upon request of a private school with more than 50% of its enrollment being residents of the Town, to provide health and welfare services. Such a request has been received from Father Robert Lord of St. Paul's Junior High School. Father Lord submitted the following budget: Psychological Examiner Clerk-typist Medical Advisor Nursing Service Insurance Supplies $10,500.00 4,420.00 205.0O 840.00 385.88 800.00 $17,150.88 Attempts to hire a Social Worker have been unsuccessful so far but should such a person be located, a supplementary budget will be submitted. Mr. Powers stated that in providing these services, the State will reim- burse the Town by 100%, however, reimbursement might not come during this fiscal year. Mr. Lanzoni moved that the Board of Selectmen be empowered to write a letter to the Board of Finance requesting a Town Meeting in order that the necessary appropriations be made to hire these people for the school year 1968-69. Mr. Johansen seconded. Motion Carried. Mr. Powers reported that there had been a request from Officer William Scalise of the Berlin Police Pistol Team for a proposed pistol range on Town-owned land on Beckley Mills Road. Sgt. Gerdis and Officer Scalise discussed the possibility of this location and answered questions put to them by the Selectmen regarding safety precautions, type of ammunition used, parking facilities, etc. Mr. Powers said the article in the news- paper asking for reaction of residents in the area had yielded four phone calls, all opposed. After a general discussion Mr. Powers said that in his opinion, this is something we should try to provide for our policemen. E. Aiudi, a con- tractor is willing to do the work at the site. Mr. Johansen moved that the Board of Selectmen allow the police to make plans for a pistol range on Beckley Mills Road and that before proceeding with construction they submit plans to be checked by the State Police or other experts to see to it that public safety and welfare is protected. Mr. Lanzoni seconded. Motion Carried. Mr. Lanzoni noted that Voter Registration would be held on the 19th. Mr. Johansen said he would like to check over all invoices or delivery slips for materials received. Mr. Powers said this was his prerogative.
