2019-12-10 TOWN OF BERLIN CONSERVATION COMMISSION � TUESDAY DECEMBER 10, 2019 ROOM 120 * BERLIN TOWN HALL* 6:30 P.M. MEMBERS PRESENT Michael Delorenzo, Chairman, Guy Hoffman,Vice Chairman, Carol Goldberger, Mary Kathryn Larose, seated as member MEMBERS ABSENT Joe Mazza, Karl Lewis, Rob Ramsey, Thomas Heisler STAFF LIAISON Maureen Giusti ' CALL TO ORDER: Chairman Delorenzo called the meeting to order at 6:30 pm. AUDIENCE OF CITIZENS Brian Wolfe APPROVAL OF MINUTES: Vice Chairman Hoffman moved to approve the November 12, 2019 minutes, second by Commissioner Goldberger, passed unanimously. NEW BUSINESS I. Special Permit CT Grows LLC 398 Chamberlain Hwy Public Hearing January 2020 The Commissioner would like on record the concern of potential pesticide and herbicide runoff to the wetlands on the west side of the property from potential additional greenhouses. - II. Hatchery Brook Bike Race 2010 with Brian Wolfe, Events Director, Connecticut Cycling Advancement Program (CCAP) (Berlin Chapter) The cycling team at Berlin High School would like to hold their event on Saturday May 9, 2020. Last year's event was cancelled due to heavy rain. Maureen Giusti will prepare an agenda item for Town Council approval. Chairman Delorenzo thanked the group for cleaning up very thoroughly the year before and would like to see that happen again. Mr.Wolfe agreed.A rain date has been discussed. Mr.,Wolfe will � notify the neighbors and get the parking worked out prior to the race. Signage will be posted about the event and police will be notified. Chairman Delorenzo asked the group to put signage up for pedestrians,gardeners and hikers. Mr.Wolfe provided the Commission with a map of the trails. Mr.Wolfe asked the Commission check out the bridges and possibly reinforce anything that needs it temporarily. Maureen Giusti recommended someone be a stationed and watching for pedestrians that might be walking during the race. Mr.Wolfe requested public grounds mow a doublewide patch for riders as had been done in years past. Chairman Hoffman made a motion to support the 2020 Bike Race CCAP Berlin Chapter on Saturday May 9, 2020 seconded by Commissioner Goldberger, passed unanimously. Vice Chairman Hoffman made a motion to adopt the proposed Conservation Commission meeting schedule for 2020, seconded by Commissioner Goldberger,passed unanimously. 01.14.2020 02.11.2020 03.10.2020 04.14.2020 05.12.2020 � 06.09.2020 - 07.14.2020 08.11.2020 09.08.2020 10.13.2020 11.10.2020 12.12.2020 01.12.2021 OLD BUSINESS Signage-The 450 acre Blue Hills Conservation Area near Sunny Border Nursery. The nursery provides a limited number of hiking spaces for hikers. Signs were priced out to mark the property; one at the street side of Chamberlain Hwy and a second sign down below in the parking lot. The cost is $970.00. Vice Chairman Hoffman made a motion to approve the purchase of the two signs in the amount of$970.00 from the Public Education Line item within the Conservation budget. Budget-Vice Chairman Hoffman made a motion for the 2020-20121 budget in the same amount of$4,240.00. This maintains last years budget without an increase and funds are allocated in the same manner,seconded by ' Commissioner Goldberger. ADJOURIVMENT Vice Chairman Hoffman made a motion to adjourn the meeting at 7:50 pm, seconded by Commissioner Goldberger passed unanimously.
