1962/01/021. Regular Meeting Berlin Town Planning Commission, January 2, 1962 s% 8 P.M.
Members present: Nunzio Rosso, Robert Bennerup, Henry Winterbottom, George Gsrrtty ·
and Aldo Castigltoni.
2. Mr. Castiglioni was introduced as our new member to replace Mrs. Theresa D.
Creddock whose term has expired.
3. Mr- Bennerup was appointed to act as Secretary for the meeting.
4. Brookview Hills - see Item 4 December 19 Meeting - Mr. Wm. Stenz appeared to
discuss this proposed subdivision with the Commission.
A letter written by Mr. Rosso to the Town Attorney, James Dawson, dated Dec. 21
was read asking the Town A~ttorney for his opinion regarding whether this Commls-
sion should comply with the Health Director's wishes that lots under three-
quarters of sn acre be enlarged or whether the subdivision should be approved
as presented seeing that it conforms to Subdivision Regulations and the Zoning
Ordinance of the Town of Berlin.
Attorney Dawson's reply of December 29 was read end discussed, stating that in
no case does the Health Director have the authority to determine lot sizes, pro-
vided all requirements of sanitation are met.
A motion was made by G. Garrity, seconded by R. Bennerup, that we defer action
untilwe have had a chance to discuss the Town Attorney's letter with the Health
Director. So Voted.
5. On motfon of H. Winterbottom seconded by G. Garrity, the Minutes of the
December 19, 1961 Meeting were approved as written.
6. Item 3- Dec. 19 Minutes - Closson request for an Auto Wash - nothing new.
7. Philip L~d Property - Item 7 Dec. 19 Minutes - Notice of Public Hearing to
be held at 8 P.M. January 16, 1962 will be published.
8. Johnson & Johnson request to buy a portion of Town-owned land on Glen St.-
see Item 8 Dec. 19 Minutes - the following map showing this triangular piece of
property was presented- "Map showing Property of Glen Street to be transferred
from Town of Berlin to Johnson Enterprises, Inc., Berlin, Conn.,Nov. 17,1961,
Scale 1"=50'." No action wes taken pending further report from the Town Engr.
9. Gtschel-Grahsm Property - Item 12(c) Dec. 19 - nothing new.
10. Stankiewlcz Property - Item 11 - Dec. 19 - nothing new.
11. Balock Property - Item 9 Dec. 19 Minutes - Mr. Kissane reported that Mr.
Balockl has received written approval from the Town of Meriden and is proceeding
with the development of ~he property.
12. Mr. Kissane presented the following map of Laurel Heights revised in December
1961 to show placement of monuments and temporary turn-around on Juniper Lane -
"La~rel Heights Property of Lilltan M & James J. Ravizza located et Ere. 72
and Berlin Turnpike, Berltn, Conn., Scale 1"=40' dated August 1956,Revised
December 1961.
As'this subdivision has already been given f~nal approval and Juniper Lane has
been accepted by the Town it was the consensus of opinion that this map showing
the revisions mentioned above be signed by the Commission Members present.
Map was signed.
13. Subdivision Regulations - Mr. Kissane reported that he has obtained the
following prices from one concern to have the Regulations printed:-
Size 6" x 9" - 24 pages $240.00 - 500 copies
330.00 -1000 "
Bond Forms 25.00 - 500 "
30.00 1000 "
Mr. Klss~ne will contact other printing firms for their estimates before any
decision is ,made.
14. On motion of G. Gsrr~ty, seconded by H. Winterbottom, Miss Gooby's bill in
the amount of $26.63 was approved for payment from tbs Expense Account.
15. The Minutes of November 28, 1961 on the Public Hearing on the Proposed
Subdivision Regulations were discussed - Item 3-11 - the following changes to
the froposed Regulations were made:
Par. 44:01 - add "In Mountain Reserve Areas certain improvements
required may be waived by the Planning Commission."
Par. 50:03 - delete "and/" - add after minimum Town "paving end drainage"
16. A Special Meeting was set for January 5, 1962 to take action on Brookview
Hills if before that date the Chairman has had an opportunity to talkwith the
Health Director;,end, also, to finish review of Subdivision Regulations.
17. Election of Officers:-
Chairmen - Mr. Rosso ~ede a motion, seconded by Mr. Winterbottom,
nominating Mr. Beenerup sa Chstrman for a term of one
year. No other nominations were made. By unsnlmous
Vote Mr. Bennerup was declared Chairman for the ensuing
year.
Secretary- Mr. Bennerup made a motion, seconded by Mr. Garrity,
nominating Mr. Rosso ss Secretary for a term of one year.
No other nominations were made. By unanimous Vote
Mr. Rosso was declared Secretary for the ensuing year.
18. Mr. Rosso congratulated the new Chairman and thanked the Co~isslon for
their cooperation and help for the past three years.

2. Brookvlew Hills - Mr. Stenz appeared and s revised map to show elimination of
Lot 6~ was presented ss follows:- "Section I - Brookview Hills,Berlin,Conn.,
Owned and developed by Brookvlew Hills Development Co. 70 West Main St. New
Britain, Conn., dated 11/25/61 scale 1"=40' J.D. Williams, C.E,Revtsed Jan.3 '62
to elimlnste Lot 62." This new map has the approvsl of the Health Director.
Mr. Rosso made a motion, seconded by Mr. Garrtty, to give finsl spproval to the
above map. So Voted. Map was signed by Commission members present.
3. Mr. Kissane presented the following map for final approval,ststing that it
is o.k. engineering-wise andr ecommendln~ approval "Property of Mona P. Clark
Edgewood Road (corner Orchard & Edgewood} Berlin, Conn., Scale 1"=40' dated
Nov. 14, 1961 Sec. III Lot 43 Block 17 Cedar Gro~e, Berlin, Conn., Scale 1"=40'
Revised Jan. 3 1962." The Health Director has approved end signed the map.
Mr. Garrlty made a motion, seconded by Mr. Rosso to give final approval. So
Voted. Map was signed by Commission members present.
4- Mr. Kiss~ne reported that George Closson has asked to purchase Town owned
property adjacent to Rte 72 By-Pass east and west of the Ma ttabsssett R~ver.
It was the sense of the meeting that we would like to wait until Spring to that
the Commission members would be able to walk over the land and appraise it
before making any decisions;and that a letter to th ls~ffect should be sent to
Mr. Closson.
5. Request of Johnson & Johnson to purchase Town owned land on Glen Street
was discussed but no action was taken.
6. Discussion on Minutes of Public Hesrlng of November 28, lq61 covering
proposed Subdivision Regulations.
Par. 52:031 - refer to Selectmen for decision on whether Town will
provide these Street Signs and Posts.
Par. 52:033 - eliminate first sentence. Eliminate the word "gas" and add "except those prohibited by law."
Par. 62:072B - delete street lighting reference.
All other paragraphs mentioned in Nov. 28 Minutes - leave as written.
