2019-06-20 Cemetery Committee "Doc" McIntosh's Room Berlin Town Hall Thursday, June 20, 2019 6:00 PM Members Present: Steven Biella, Jr. - Chairman, Charles Colaresi, Edward Hornkohl, Jr., Barbara Cesanek (Alternate) Members Absent: Dick Benson Staff Present: Town Clerk Kathryn J. Wall 1. Call to Order Called to order at 6:04 p.m. Chairman Biella moved to seat Ms. Cesanek. Seconded by Mr. Colaresi. Those voting in favor: Chairman Biella, Mr. Colaresi, Mr. Hornkohl Vote being 3-0. (MOTION CARRIED) 2. Resignation letter received from Anthony DeGrandi The Committee discussed the resignation of Anthony DeGrandi. Ms. Cesanek wishes to remain an Alternate member (term ehpiring 2021) and not be considered for as a full member. Mr. Colaresi knows someone who has expressed interest in joining the Committee. He is traveling out of state currently, but Mr. Colaresi will provide him with the application paperwork. Town Clerk Wall mentioned that the Town Council reviews applications and votes to accept Board and Commission members, and there are no Town Council meetings in August. 3. Update on Trees and branches removal The Town Clerk's office received a complaint call about the condition of Beckley Cemetery. The caller did not wish to speak with Town Clerk Wall, but rather stated he wanted to discuss it with the Cemetery Committee Chairman. Chairman Biella had not received any calls about the matter. The group commented that the wet weather has made it very difficult to perform clean-up work at the cemeteries (as well as any other outdoor location), but timely clean-up is a priority. Work is planned at Beckley and Ledge before 6/30/19, as weather permits. 1 . Town Clerk Wall notified the group that an additional $525 was transferred into the Labor/ Services account to be used towards grounds care at Beckley Cemetery. In order to utilize funding in the current budget (fiscal year ending 6/30/19), work must be performed by 6/30/19 and invoices must be submitted by 7/15/19. Again, the wet weather has made it difficult to perform work at the cemeteries, but the Grounds crew and Distinctive Tree will make every attempt to get work done at Beckley and Ledge by 6/30/19. As discussed previously, Denison will be addressed as soon as possible following 7/1/19, and paid with 2019/2020 fiscal year funds. 4. Update on signs Signs have been made for all Town-o�vned cemeteries, and installation has begun. The Town Clerk's office has received positive feedback from residents passing by the new signs. The group discussed the possibility of purchasing signs for the old sections of Maple and Wilcox cemeteries. The Committee feels that it��ould be appropriate to have signs for those cemeteries even though they are privately owned. The proposed signs could omit the Town seal (to eliminate any question of Town ownership), but it would make all of cemeteries consistent and continue to celebrate the Town's history and honor the residents within. It is estimated that there is $375 remaining in this Sign donation account which does not expire with the end of the fiscal year. This subject will be added to a future meeting agenda and discussed with Mr. Benson. 5. Update on Edward Dunham's Estate Town Clerk Wall advised that the proper paperwork has been submitted to the State of New York and everything seems to be in order. If the estate disbursement check is not received while Treasurer Nancy Lockwood is on vacation, she will inquire with the State of New York upon her return. Funds from this donation may only be used for the care of Dunham Cemetery, and Mr. Colaresi estimated that there are 50-75 headstones there. The cemetery is on a busy street (Norton Road) and might benefit from a fence and repair/replacement of damaged headstones. 6. Appro��e the report from the Finance Director and authorize the Town Clerk to forward to the Town Council, Board of Finance and Berlin Probate Court a copy of the report and attach it to the minutes. Mr. Colaresi moved to approve the report which detailed ehpenses paid through May 2019. Seconded by Ms. Cesanek. Those voting in favor: Chairman Biello, Ms. Cesanek, Mr. Colaresi, Mr. Hornkohl 2 Vote being 4-0. (MOTION CARRIED) Town Clerk Wall recommended that the Committee begin working on a strategic plan for capital improvements and routine maintenance at the cemeteries, which would be used when drafting the 2021 budget. (Budget preparation begins in November for the following fiscal year beginning in July.) Town Clerk Wall will ask Grounds Foreman to coordinate Distinctive Tree to inspect the cemeteries and provide estimates for each. The Committee discussed publicizing the work that has been performed using the budget funds to inform the public where their money is going. The members also discussed future possible actions, including possible cemetery hay ride tours or scavenger hunts (to highlight the cemeteries and the residents buried���ithin), partnering with the Historic Society and soliciting volunteer efforts from local civic organizations (Boy Scouts, Eagle Scouts, Upbeat). Mayor Kaczynski stopped into the meeting and stated that there is a possibility of adding to the Cemetery budget later in the 2019/2020 fiscal year. (The Town had a good year with its tax collection efforts.) 7. Approve Minutes of May 16, 2019 No action taken. 8. Adjournment Mr. Colaresi moved to adjourn at 7:05 p.m. Seconded by Mr. Hornkohl.
