1966/01/17Nitrates of the Meeting January 17,1966 TOWN OF BERLIN OFFICE OF THE SELEOTMEN The meeting opened at 7:30 p.m. with the three Selectmen present. Mr. Prentice Troupe was present to observe the meeting, and Mrs. Blanche u=h=n was present from the Press. ~ I (Schedule~ after Item V) ITEM II ~m, tes of the meeting of January 1~ 1966 were accepted as written. ITEM III Mr. 'Powers read recomended changes made by Tow~ Counsel Harry Jackawa7 in agreement allowing the Mattabassett District to cross Town roads (Minutes of the Meeting- January 3, 1966). Mr. Lanzoni moved, Mr. Jehansen seconded, signing revised copy of agreement with the Mattabassett District. Motion carried. Copy of agreement is on file at the Selectmen's Office. ITEM IV Mr. Powers read copy of letter Town Oon~-el Narry ~ackaway has writte~ to the Board of Finance regarding u~ions and what is required under State Statute. Members of the Police Department have formed a union ami it is Attorn~7 Jackaway's interpretation that the Board of Finance mnst appropriate whatever fronds are required to comply with the bargaining agreement which has been approved by the legislative body. Mr. Powers moved, Mr. Lanzoni seconded, that the Police O~mmission be desigmate~ as the bargaining agent for preliminary negotiations; however, the First ~electma~ reserves the right to take over negotiations, if appropriate, and to be able to sit in on negotiations with the power to vote when it comes to makiag dAcisio~. Motion carried. ITEM VI Mr. Jchansen proposed the name of Philip Lurid, Republican to fill the vacancy on the Planning Cemmissio~. Mr. Powers moved, Mr. Lanzoni seconded, appointment of L~ao Oonti, ~, to the Planning 0mmaission, replacing George Garrity, Demmm~e, whose term has expired. Motion carried. ITEM V Due to requests from property owners in the Worthington Ridge-De.~ Road area, to extend the road, an t~ormal hearing was held with residents of the are. Present were Aldo Oastiglioni, Chairman of the Planni~E Commission, Town Eagineer Morgan ~eelye, and Messrs. Brunette, Gryckiewicz, and Rzepltr~ki, property owners. Mr. Seelye explained that in order that the Town might construct a ne~ road it would be necessary that property owners deed right of way to the Town. While all property o,-~ers present felt this would improve the area, they were not in agreement to deeding their property to the Town. Mr. Rzepl_~n~ki felt the road would be too close to his house, .trees and hedges would have to be removed, and this road would in no way benefit his property. After a lengthy discussion, Mr. Gryckiewicz felt he would be willing to deed the paved area of his property to the town. Mr. Brunette felt he should be ret.~_bursed for any property it w~uld be necessary for him to deed to the town.
