Any other business. 37 Minutes of the Meeting August 2, 1965 TOWN OF BERLIN OFFICE OF T~E SELECTMEN The meeting opened at 7:30 p.m. with Selectmen Powers and Lanzoni present. Mr. Blackburn is on vacation and unable to attend. Mrs. Mahan and Mr. Covini were present from the Press. Mr. Johanson was present to observe. ITEM I Minutes of the meetings of July 2, 1965 and July 12, 1965 were accepted as written. ITEM II Mr. Powers moved, Mr. Lanzoni seconded, appointment of Paul Fappiano as Director of Civil Defense. Motion carried. Mr. Fappiano is Communications Manager of the S.N.B.T. Co. in Hartford and was formerly a member of C.D. in Cheshire, an auxilary policeman, and has a Red Cross certificate. ITeM III Mr. Powers moved, Mr. Lanzoni seconded,.reappointment of Charles Borgo to a five year term as a member of the Board of Public Works. Motion carried. ITEM IV Mr. Lanzoni moved, Mr. Powers seconded, granting request of Attorney Edward Olson to inspect or obtain copies of empolyment, hospital, and medical records of Gerhardt Puppel, Highway employee. Mr. Puppel has authorized Attorney Olson to inspect these records in connection with an injury he sustained at his residence. Motion carried. ITEM V Mr. Powers read letter dated July 26, 1965 from Attorney Martin F. Stempien representing Harold Blanchard of 20 Tower Avenue, Kensington who is having Rouble over a fence boundry line with Margaret Philip of 26 Tower Avenue, Kensington. Mr. Powers stated he was not certain that this was a town problem but would turn Attorney Stempien's letter over to Attorney Harry Jackaway for an opinion. Item VI Mr. Powers read lette~dated July 29, 1965 from John P. McIntosh, Secretary of the Board of Education in which he advises the Public Building Commission, Planning Commission, and Park and Recreation Co~%ission that the Board of Education has approved the recommendation of the Superintendent of Schools that the existing Junior- senior high school continue as a senior high school and that a new junior high school be cons~ucted for occupancy by September, 1968. Statement of Need will be presented to the Public Building Commission on August 26, 1965. Mr. Powers read letter dated July 28, 1965 from Philip D. Doran, Chairman of the Board of Finance in which advises that a meeting of the Board of Finance will be held on August 3, 1965. Board action is definitely required on the request of the Building Commission for funds Minutes of the Meeting August 2, 1965 to complete the Griswold and Hubbard Schools. Also that Board action may be required on financing the swimming pool and possibly the park land acquisition. ITEM VII Mr. Powers advised that a survey is being conducted on Christian Lane near Stanley Karp's home where several automobile acCidents have occurred. The Connecticut Light & power Company has increased the lumens in some lights and have relocated others. There is a possibility that we may have to put in some fence if survey so indicates. ITEM VIII Mr. Powers read letter dated July 28, 1965 from Attorney Roger F. Gleason representing several property owners on Reservoir Road regarding what they consider a nuisance created by Walter Bitel. This area has been inspected before but Mr. Powers will again go out and look it over with Morgan Seelye to see what is actually going on. ITEM IX Mr. Powers read letter from Attorney Peter G. Kelly who is representing Theodore MaJewski in his claim against the Town. While the Town is willing to restore Mr. MaJewski's property to its original condition, on advice of Town Counsel Harry Jackaway we will not be willing to pay Mr. Majewski's attorney's fees nor pay Mr. M~jewski any money~l. ITEM X Mr. Powers that back in 195~ the Town applied to the Housing and Home Finance Agency for funds for plans for a High school. This money was to be reimbursed if the town used the plans. $16,334.00 was received for these plans from the Federal government. These school plans were rejected by the people of the town and were not used. Mr. Jackaway will advise the Housing and Home Finance Agency that since we did not use the plans that we do not have to repay this sum of money. The Board of Selectmen have adopted, the resolution that this sum of money ITEM XI does not have to be repaid~ Angelo Barcella, Dog Warden presented report on complaint he had received from Henry Firnhaber to the effect that Peter Smilnak's dog's barking was affecting both his and his wife's health. In his detailed report Mr. Barcella advised that he would recommend requesting a written report from Dr. Chotkowski that the Firnhabers' health was being affected, and that Mr. Smilnak be asked to eliminate this nuisance. This action will be taken. In another detailed report Mr. Barcella outlined complaint of Edward Curtis of New Britain that two goats of his had been killed. Though there was no actual proof, he is suspicious that dogs belong to Mr. Budney, 242 Wethersfield Road. Mr. Budney has indicated he will cooperate in any way possible. Mr. Barcella is requesting that an anchor fence be built around the Dog Pond since the Pond has been broken into several times. If the price is not excessive and funds are available in the Dog Account, the Minutes of the Meeting 3 August 2, 1965 Board of Selectmen have no objection. Mr. Powers advised that Town officials will meet again to-morrow morning to discuss the Emhart situation. Based on low bids, and recommendation of Edward Haber, Chief MeChanic, Recapping bid was awarded to Wallabout Tire Co~any as well as the 710-15 4 ply tubular regular passenger tire. Co~mercial Tire Company, Park Street, New Britain, Conn., was low bidder on all other tires. Mr. Lanzon± moved, Mr. Powers seconded, accepting Iow bid as recommended by Mr. Haber. Motion carried. Mr. Powers read memo from Fred Downs, Field Representative of the Industrial Development Commission that Mr. Hahn of Infranor has agreed to install sh&des on windows facing School Street, to remove the two incinerators and generally clean up the rest of the plant within two weeks.
