1964/11/09Minutes of the Meeting November 9, 1964 OFFICE OF ~ SELECTMEN The meeting opened at 7~30 p.m. with the three Selectmen present. Mrs. Mahan and Mrs. Duplin were present from the Press. Minutes of the meeting of November 2, 1964 were acce~ted as written. Mr. Powers advised that bids for curbing on various streets have been advertised and will be opened by Morgan Seelye, Director of Public Works on Thursday, November 12, 1964 at 10~00 a.m. Telephone poll of Selectmen will be made when low bidder has been determined. date Monday, December 14, 1961/was tentatively set for next Town Meeting. The following items will appear on the Agenda~ 1. Mr. Powers advised that the State of Connecticut has offered Town Quit-C~m Deed for the conveyance of two parcels of land on Middlet~rnRoad. 2. Mr. Powers read proposed Park & Recreation Co~m~ssion Ordinance prepared by Town Counsel Jackaway. C_o~m__~ission will consist of nine members, with not more than six of one political party. Co--~.ission will supervise use of all public parks & playgrounds, control activities, establish rules and regulations and make and prepare plans and recommend to the Board of Selectmen plans for expansion, improvement and acqui~tion of park areas. The Board of Selectmen will handle all bidding and purchases, approve of personnel, and have the power to remove a member for lack of attendance at three consecutive meetings. Co~-~ission meeting minutes shall be forwarded to the Board of Selectmen wi'thin ? days after each meeting. Selectmen felt that by making this Board a Commission instead of a Committee, a request wh~h they had asked for some time ago, they will be in a better position to apply for federal funds but the Board of Selectmen will still retain powers of its own. 3. Mr. powers read letter from Philip Doran, Chairman of the Board of Finance, dated November 4, 1964, authorizing Selectmen to call_a Tow~ Meeting for the purpose of appropriating $6,000.00 to item 16a 1, Mattabassett Sewer Authority, as Berlin's share of the estimated Mattabassett District budget. 4. Accept revised HOusing Code. 5. Accept roads approved by the Planning Co~m~ssion. Minutes of the Meeting -2- November 9, 1964 Board members will meet with the following Board on M~nday, November 16, 1964, to discuss their budgets. 7~30 Public Building Conm~ssion Ss00 Zoning commission 8~15 committee for the Aging 8~30 Health Director 9~00 Site Committee Mr. Powers advised having met with Mr. Dyer, State Director of the Anti-Poverty Bill, also known as the Community Action Program and when the information he has left is studied, decision will be made as to what action, if any, the Town of Berlin will take. Mr. Blackburn proposed the name of Henry Wi4tz for vacancy on the Co~mittee for the Aging.
