1964/08/03linutes of the Meeting August ~, 196~ O TOWN OF BERLIN OFFICE OF THE SELECTMEN The meeting opened at 8:00 p.m. with Selectmen Powers and Lanzoni present. Hr. Blackbu~nwas on vacation and unable to attend. Hrs. Mahan and Mrs. Closson were present for the Press. Minutes of the meeting of ~uly 15, 1964 were amended to read: Hr. Powers moved, Mr. Lanzoni seconded, Charles Pis as a member of the Zoning Board of Appeals to replace Edward Dyer. Mr. Pis is now an alternate member. Motion carried. Mr. Powers read letter(copy) sent by Town Counsel Harry Jackaway to the 'Bossed of Finance. Hr. Doran had requested Attorney Jackaway~' to clarify his Opinion No. 9 on the powers of the Board of Finance in providing budgets. Original opinion had been requested by,the Board of Selectmen when the Board of Finance had not provided budgets for various committees and commissions. Detailed opinion by Attorney Jackaway ia on file at the 8electmen's Office. Board accepted, with regret, resignation of Bert W. Desrochers from the Town Planning Commission. Mr. Desrochers was an alternate member. Hr. Powers advised having received Mid-Planning Progress Report o£ the Town Oomm~-ity Renewal Program as prepared by Raymond and May. John Miller, Executive Director, has indicated willingness to discuss this report with the Board of Selectmen. Hr. Powers advised in that the Town is going to be faced With larte expenditures in several areas, he has written to Philip Dot%-, 0hairman of the Board of Finance, asking Board of Finance to meet at a mutually convenient time with the Board of Selectmen to discuss lXiorities and financial planning. Hr. Powers advised that the administrators of the MarJorie Moore Fund are making a second survey of the Kensington area to determine their needs and to act as a gui~e for use of the Fund. Mr. Powers recalled that the Park & Recreation had met with the administrators some time ago requesting help in erecting a pool on Percival Avenue a~d they had been told to wait approximately two years and their request would be given consideration. Hr. Powers read Opinion No. 10 from Attorney Jackaway. Hr. Powers had requested an opinion after receiving letter from Mr. Allen Moore, requesting the Town to indicate the center line and width of Wigwam Road. Attorney Jackaway's opinion is on file at the Selectmen's Office. Mr. Powers will ask Attorney Jackaway to clarify his opinion before any action is taken. Mr. Powers advised that ~here has been much discussion abou~ the Douglas Dahm Co., contractor for the new Hubbard School, being of the opinion that fees for construction will be waived. Board of Minutes of the Meeting -2- August 5, 196~ Selectmen will meeting with the Public Building Commission on Thursday evening to determine if specification state, that fees will be waived. If there is nothing in writing, then the Dahm Company will be required to pay for building fees. Hr. Powers advised having been informed that the Outdoor Theaters are showing movies after 12:00 on SatUrday nights. Hr. Powers will check and see if they are operating illegally. Hr. Powers advised that the brush has been cleared up on the right of way behind the library but that Attorney Edward 01son refused to let us cut do~n ~ on his p~per~y. ~. Powers advisedwe have rented back hoe from the Crest Tractor a~d ~quipment Company for $200.00 per month.
