Florence Barrell, Senior Citizen Director, Town of Berlin; Mr. Steven Selger of Landscape Atthitect De ign, Assoc . , P.O. Box 183, Canton, Conn. 06022; Mr. Al Nieman, Chairman, Berlin Housing Authority, owners of the building• & Mr. Joseph F. Murphy, Chairman, Commission for Aging, to discuss plans for the renovation of the Percival School building into the Berlin Senior Center & Percival Heights Elderly Housing. Plans call for one half of the project to be used for 30 housing units with 23 parking spaces provided at front and the other half to be used as the Senior Center with approx. 80 parking spaces provided. The apartment portion will have a central corridor with skylights and apartments on each side . The Committee stated that it hoped the walls would be kept a light color and that a different color be used for the floor to show a demarcation between the floor and the wall. The present service area will be used as a service area for the Senior Center. Minor changes have been made in the parking area as required by the Fire Marshall for turn around of snorkel truck and smoke doors will be used where required by state codes . A fiberglass shingle roof will be used on the building and it is hoped that cedar siding can be used. Lighting will be installed in the fascia for security and sodium wallpacks for the building. Many existing plantings will be utilized with the addition of many London P1aAg, White Pine near the transformer and utilities, Forsythias at the entrance of the Senior Center and Rhododendron and junipers at the walkway. London Pla4es are used as shade trees throughout the project. The Committee felt that it would be nice to keep the flagpole and relocate it if possible . After studying the drawings, the Committee felt that the choice of plantings was very good. An electric heat mat is proposed for the walkway. A planter type wooden sign would probably be installed at some time in the future and the Committee would like to see the plans for that sign when they are formulated. The Committee felt that the Town might consider in the future using some of the 30 acres at the back for a community garden area. The sign will be constructed of a 4' x 8 ' plywood sheet. Modern block lettering will be used. Tan background with black lettering. The sign will be placed on the front of the building. Mr. Fetterman stated that he plans to use railroad ties for a planter along the front of the building. The Committee advised using 3 railroad ties, one underground and two above ground, with plantings of small evergreens . Mr. Charles Genoni, owner of the property, has stated to Mr. Fetterman that he will provide some upright evergreens from his nursery in Vermont to be planted in front of the stockade fence . O �PORA1- September 7, 1983 TO : Mr. Nunzio Rosso, Chairman, Planning Commission FROM: Design Review Committee SUBJECT: PORTABTF POWER TOOL REPAIR, INC . , 873 Farmington Ave . , Kensington, Conn. 06037 On Tuesday, September 6, 1983, the Design Review Committee met with Mrs . Lauren Grant, representing Mr. Thomas Grant owner of Portable Power Tool Repair, Inc .- (former Poppel Service, Inc . ) to discuss plans for remodeling the building. Plans for the front of the building are: to brick up the 2 bays and the first window. The large window on the other side of the door will be made smaller to match the other window. The front of the building will be resurfaced with new brick to prevent a patched up look. Windows are being made smaller to prevent heat loss & theft. The back and two sides of the building are of painted cinder block. The east side will have one door with a large window next to it. The back, which is the north side will have two windows removed, the overhead door will remain for deliveries and the two wooden barn doors will be reduced to normal size . Mrs . Grant stated that a Swedish Red will be used for doors and any trim. The west side has four large windows , the two in the center will be reduced in size and the two outer windows will be removed. An air handling system (climate-control) will be installed for proper heating and air conditioning. The Committee feels that the remodeling of this business is a very positive step in the upgrading of Farmington Ave . Other plantings will be placed at the front of the building with railroad ties bordering. 22 to 3 ' is needed for plants to have enough room for root spread and the railroad ties should be done by putting one below ground and two above . The east side of the parking area has been resurfaced and the west side is asphalt. The front area is concrete and the Committee recommends striping the parking spaces to establish a traffic flow. Mrs . SE�, � September 7, 1983 TO : Mr. Nunzio Rosso, Chairman, Planning Commission FROM: Design Review Committee SUBJECT: CONNIE'S TAILORING & ALTERATION, 15 Webster-Mill Plaza, Berlin, Conn. 06037 The Design Review Committee met on Tuesday, Sept,. 6, 1983 with Mr. Joseph Rappoccio to discuss plans for a sign at 15 Webster-Mill Plaza. Mr. Paul Bianca of Bainca Sign Co . , 382 East St. , New Britain, 06051 also attended the meeting as the signmaker. The sign will be constructed of individually cut MDO overlaid plywood letters . The letters will be mounted on a bronze tior color track and the letters will be white in color. The lettering for two rows totaled 24" high and 13 ' 6" long. The sign as designed would be too large for the amount of frontage and the Committee felt that the sign would have to be condensed. Letters should be p �1_�,c together to create the maximum amount of space on the ���� e between signs . There will be a group of four signs along the fascia of the building and the Committee felt that a maximum amount of space should be left between each sign so that they do not look run together. Please check with the Building Inspector as to the correct size of the sign and the square footage allowed. The Committee also stated that it would like to see a directory sign at the plaza when it is completed, as discussed with Mr. Allan Borghes . . The sign will be constructed of individually cut MDO overlaid plywood letters . The white letters will be mounted on a bronze color track. The Committee felt that the letters should be pulled tir together to create the maximum amount of space on the edge between signs . Since four signs will be along the fascia of the building, more space should be allowed between signs so they don't look run on. Box 5, Granby, Conn. 06035, builder, to discuss plans for an addition to the Polymer Machinery Corporation building. The addition will be at the back of the metal portion of the building on the east side . The addition will go out 20 ' and over 80 ' . Sand tan in color, the addition will be constructed of the same materials as the existing building. Mr. Carlson, the Building Inspector, stated that the entire roof will have to be fire-proofed because it is lower in height than the existing roof. The roof on the addition will also slope in the opposite direction of the existing roof. The Committee pointed out that it would be very difficult to add on to that portion in the future with the roofs sloping in opposite directions . The new roof portion will be gray in color, the same as the existing roof.
