1979-05-21 THE MATTABASSETT DISTRICT - May 21 , 1979
The regular monthly meeting of the Board of Directors of the
Mattabassett District was held Monday, May 21 , 1979, at the
Administration Building, Cromwell , Connecticut . Present from
the City of New Britain were Directors Leon F. Hermanowski,
Julius J. Kremski , David I . Pollowitz, C. Robert Rittner, and
Gustave Weber. Present from the Town of Berlin were Directors
Livio Dottor, and Horace B. Van Dorn. Present from the Town
of Cromwell were Directors Peter Cole and Raymond Johnson.
Present were Bernard D. Gaffney, Counsel ; John R. Szymanski,
Executive Director, and Brian W. Armet , Chief Engineer. Present
were Messrs. James Carr from Cahn Engineers, Inc. and Hanford
Langstroth, from Metcalf and Eddy, Inc.
Vice-chairman Pollowitz called the meeting to order at 4:40 p.m.
Minutes - April 16, 1979
Mr. Weber moved, seconded by Mr. Dottor, and the following was
passed unanimously.
RESOLVED, That the minutes of the April 16, 1979, meeting
be accepted as presented.
Treasure'r' s Report - no report
Bills To Be Authorized for Payment
Mr. Rittner moved, seconded by Mr. Dottor, and the following was
passed unanimously.
RESOLVED, That the bills listed as of May 15, 1979, in the
amount of $67,671 . 30 and May 21 , 1979, in the amount of
$5, 393.73 be approved for payment, and that the payrolls
in the amount of $46,967. 37 for the period April 7, 1979
through May 12, 1979, be approved.
Cahn Engineers, Inc . Billing
Mr. Hermanowski moved, seconded by Mr. Weber, and the following
was passed unanimously.
RESOLVED, That the Cahn Engineers, Inc. bill in the amount of
$79, 555. 29 for Step II be approved for payment pending
approval by EPA and DEP and receipt of payment from both
agencies.
Cahn Engineers, Inc. Report
Mr. Carr reported that he felt the District should file the
application; however, authorization for funding from the Town
of Cromwell must be included in the application. It is
recommended thatthis application be filed prior to June 30, 1979.

It was also recommended that a document be drawn up for the
outside contractors who wish to haul the ash from the landfill
area.
Judge Kremski discussed an informal meeting which was held with
several Selectmen from the Town of Cromwell relative tothe ash
disposal problem. There are six contractors showing interest
in the ash removal and this was discussed with the Selectmen.
It was decided that the Board of Selectmen would meet and if
they wanted a representative from the District one of the Board
of Directors should attend their meeting, which will be the
second Tuesday of June.
Finance Committee Report:
The question of transfer of funds as per charter was raised;
however, it was felt the Finance Committee could meet and
handle this problem.
Engineering Committee Report - no report
Personnel Committee Report
It was reported that the selection of chemists has been finalized
to three. A decision will be reached shortly.
Insurance Committee Report - no report
Publicity Committee Report - no report
Safety and Energy Conservation Committee Report - placed on file
Counsel ' s Report
Attorney Gaffney reported that five justices are sitting on the
Leonard Pipe-Blakeslee case and a decision will not be reached
until sometime in July. If successful , we will hopefully be able
to collect the money.
Michael Champey has been approved for disability retirement by the
Retirement Commission for the State of Connecticut . There are
certain monies that must be compromised and this case should be
settled shortly. The Executive Director is meeting with the
Union on Tuesday for a final settlement. An agreement of release
from Michael Champey will be drawn up by Attorney Gaffney.
Any Other Pertinent Business
The Town of Berlin has requested that the five temporary connections
to the Mattabassett Trunk Sewer be extended from June 1, 1979 to
May 31 , 1980.

The Executive Director reported that thePfizer, Iinc. whichmedhe has
supplied lime to the District for many years
District they will not be able to bid on lime for the fiscal year
July 1, 1979 to June 30, 1980. This does put the District in a
difficult position. The Executive Director was asked to research
this problem for a workable solution.
Certain resolutions for the Phase II application were submitted
but the Board decided these could be handled at the June meeting.
The meeting adjourned at 5:40 p.m.
The next regular meeting will be held on June 18, 1979, at 7: 30 p.m.
