Glidden Guy Hoffman Juliet Benjamin, Secretary Members Excused: Christina Berger 1. CALL TO ORDER: Chairman DeLorenzo called the meeting to order @ 6:30 P.M. 2. APPROVAL OF MINUTES, TUESDAY, SEPTEMBER 10, & JULY 9, 2002: Commissioner Glidden MOVED to accept the Minutes of Tuesday, September 10, 2002 as written. SECONDED by Commissioner Ebner. Chairman DeLorenzo Abstained. MINUTES APPROVED. The TABLED Minutes of Tuesday, July 9, 2002 were removed from table. Commissioner Glidden MOVED to accept the Minutes of Tuesday, July 9, 2002 as written. SECONDED by Commissioner Regan & UNANIMOUSLY APPROVED. 3. AUDIENCE OF CITIZENS: None 4. NEW BUSINESS: Storm Drain Markers - Vice-Chairman Schmidt submitted an envelope containing copies of the Streamside Landowners Booklet and some Storm Drain Markers to be given to Chairman DeLorenzo's neighbor who works for the State DOT. The markers, which used as a warning sign and are affixed to the back of storm drains show a picture of a fish and contain the wording, "No Dumping - Drains to River". Through a $500 grant to the Mattabassett River Watershed Committee to Berlin and Cromwell, given by Sam's Club and Wal-Mart, three hundred of these markers will be glued in place by UPBEAT Volunteers on storm drains in Berlin. Commissioner Glidden noted that he would ask Jim Horbal of the Public Works Dept. how many storm drains are located in Berlin. Commissioner Glidden suggested that the Kiwanis might like to donate monies to supply more Storm Drain Markers for this project. Vice-Chairman Schmidt stated that the markers cost approximately $1.50 each. Conservation Commission Minutes-10/08/2002 -Page 2 Phase 1, Plan of Conservation and Development - Chairman DeLorenzo noted that he had e-mailed all Commissioners a copy of Phase 1 of the Plan of Conservation and Development report for their review. He asked that all members submit any comments or modifications to him by e-mail before this week is over. Commissioner Regan stated that he was interested in the portion that listed Historic Sites as being culturally significant, mainly where his street, Westview Terrace, was listed as the site of some Lustron houses. Commissioners surmised that Lustron must have been the designer or manufacturer and Commissioner Regan noted that some of the houses on the street are built of steel and that these may be the homes that the report references. Joint Meeting - Berlin Conservation Commission/Berlin Land Trust - Chairman DeLorenzo stated that he has been asked for a joint meeting to be held between these two groups to plan an Open Space Brochure. The Commissioners were in agreement that this joint effort would be a good way to promote open space in Berlin. Chairman DeLorenzo will coordinate a meeting date. 5. OLD BUSINESS: A. USE OF TOWN LANDS - 1. Webster Park/Walking Trails - Commissioner Glidden noted that now that the Berlin Fair is over he would have more time to devote to this project. He plans to call Joe Tedone to discuss this item. 2. Town Forest Ordinance - No new information available on this item. 3. Bradley Property, Chamberlain Highway - Commissioners discussed possible use and remediation of this property. Commissioners in agreement that this property will probably be left as open space until monies are available for improvements to make a portion of it usable for sports fields. 4. Girl Scout Property, Chamberlain Highway - Vice-Chairman Schmidt stated that he had spoken with Town Manager Therrien about this property. Wetland areas are being marked with pink ribbons in anticipation of improvements to the property to make it usable as a campground for the Girl Scouts. 5. Streamside Landowners Booklet - Chairman DeLorenzo noted that he has received positive feedback regarding the mailing of the Streamside Landowners Booklet. B. OPEN SPACE ACQUISITION - Nothing new to report on this item. C. LAND CARE VOLUNTEER PROGRAM - Commissioner Glidden plans to meet with other members of the Committee, Commissioners Regan and Hoffman. Vice-Chairman Schmidt noted that the original program members comprised about a dozen members that watched over Ragged Mountain and another dozen for all the other areas in town. He suggested that Commissioner Glidden's Committee contact former members and Conservation Commission Minutes-10/08/2002-Page 3 see if they are willing to be a part of the revitalized program. Vice- Chairman Schmidt felt that two groups of volunteers would be needed to take a special interest in overseeing the open space properties and reporting back to the Conservation Commission on a regular schedule throughout the year. Commissioner Spacek noted that she most likely has a copy of the original Study of Town Owned Open Space Lands for Berlin, CT. and this study could be updated to include any new properties. Commissioners agreed to wait until after the meeting with the Land Trust before planning any revisions to the study. It was also noted that sites that are not open to the public, (such as well sites), should be listed as open space areas in the study but listed as not being open for public use. D. MERIDEN POWER PLANT - Vice-Chairman Schmidt submitted an e-mail copy of an article that appeared in the Meriden Record- Journal on Friday, October 5, 2002, noting that work on the power plant site has been suspended. A skeleton staff will be on board until Oct. 25. Workers were notified at the end of September that NRG was shutting the job down. The Yankee Gas pipeline is still under construction coming in from Southington. Commissioners expressed concern about the disposition of the acreage on the power plant property that is supposed to be given over to the Town. E. REVIEW OF ACTION ITEMS - Commission reviewed list. F. CHARTER REVISION - Chairman DeLorenzo noted that the requested Conservation Commission changes are included in the proposed charter revision. 6. COMMISSIONER COMMENTS: Urban Forestry-Tree Planting - Commissioner Glidden stated that he would like to follow up on the tree-planting program and will be looking into this in the near future. Silver Lake Dredging - Commissioner Hoffman discussed the dredging of Silver Lake, stating that the DEP does not have a future plan for the land where the containment basins are located. He noted that the DEP is willing to meet with the Town to determine what use the land should have. The DEP owns this property and have been harvesting and selling the peat removed from the lake. Commissioners were in agreement to wait for finalization of the Plan of Conservation and Development before suggesting uses for this land. Alternate Commissioner - Chairman DeLorenzo noted that Len Fredericks has resigned as an Alternate Commissioner. Chairman DeLorenzo asked for suggestions of names for a new alternate. 7.
