PRESENT - Vice Chairman Michael DeLorenzo, Commissioners Richard Glidden, Guy Hoffman, and Christina Berger. ABSENT - Commissioners Michele Spacek, Joseph Roberts, David Kall and Chairman Richard Schmidt. Commissioner Spacek was seated at 6:42 p.m. AUDIENCE OF CITIZENS Bill Welch, former Commissioner, of Worthington Ridge expressed his concern for the City of New Britain Watershed property from Hart's Pond to Glen Street. He commented that the BCC should pursue to preserve that property. He further commented that the Girl Scout Camp property next to Bicentennial Park should be looked into to preserve that as well. Mr. Welch reminded the BCC about the Jack Ritter Fund which can be used for purchasing trees and shrubs for wildlife and stream buffers. David Pawlowski of Sanctuary Lane, stated that he would like to see the Town come up with a plan, policy or zoning regulation to categorize open space. He mentioned the Timberlin Park Golf Course Proposal and the Marjorie Moore Bird Sanctuary as examples of what can happen to open space. He said that we need something solid to protect these parcels. APPROVAL OF MINUTES Commissioner Glidden moved to accept the minutes of 4/14/98 as written. The motion was seconded. Four in favor. One abstention by Commissioner Berger. Motion carried. OLD BUSINESS A. Use of Town Lands The idea for turning over Town owned open space lands to the Berlin Land Trust was discussed. %i;printed on recycled paper -2- Vice Chairman DeLorenzo noted that there was a need to find out more about the bylaws and other documents concerning land trusts, the Berlin Land Trust, and public access to land trust lands. Commissioner Hoffman presented information about the State house bill number 5034 regarding "An Act Concerning Open Space and Watershed Land Acquisition." Vice Chairman DeLorenzo reported that there was no progress made with the Ragged Mountain West Lane entrance plan. Commissioner Spacek obtained the nails for the conservation area signs. Vice Chairman DeLorenzo spoke to a reporter from the Herald and the Citizen and will be setting up an appointment with them regarding our conservation area posting initiative. Commissioner Hoffman reported that one sign was missing. B. Timberlin Expansion Commissioner Berger reported that she had attended the committee meeting. No further news to report at this time. C. Paper Goods Pond Vice Chairman DeLorenzo reported that $500 had been approved for the next fiscal year for the Paper Goods monument. Commissioner Spacek will look into a price for a plaque. Commissioner Glidden will locate a rock for the plaque. D. Fund to Purchase Open Space Discussed in part under Use of Town Lands. No additional discussion on this item. E. Review Action Items #5 Stan Chem Fish Ladder Commissioner Glidden reported that the fish ladder may be built due to a State settlement with Manafort Brothers. This info was reported via the newspaper. -3- #3 Lamentation Mountain Ridge top Pact Vice Chairman DeLorenzo reported that Chairman Schmidt had attended the Traprock Ridge Compact Ceremony and had signed the pact on behalf of the Conservation Commission for the Town of Berlin. NEW BUSINESS Vice Chairman DeLorenzo announced that Craig Wallace would be the new commission member for the BCC. Commissioner Spacek initiated a discussion concerning the new Charter Revision Committee. Commissioners will study the charters of other towns and bring back ideas to improve our own Charter regarding the powers and duties of the BCC. CORRESPONDENCE The commission received the following correspondence: 1. A schedule from the DEP for Hunting License classes. 2. The Trust for Public Lands Publication 3. The DEP Connecticut Wildlife Publication Commissioner Glidden exited the meeting at 8:34 p.m. ADJOURNMENT Commissioner Spacek moved to adjourn the meeting at 8:50 p.m. The motion was seconded.
