JULY 8, 1997 The regular meeting of the Conservation Commission was called to order at 6:36 p.m. by Chairman Richard Schmidt. PRESENT Chairman Richard Schmidt, Vice Chairman Bill Welch, Commissioners Shelly Spacek, Joseph Roberts and Michael DeLorenzo. ABSENT Commissioners Christina Berger, Rachel Symonaitis, Richard Glidden and Robert Stewart. AUDIENCE OF CITIZENS Robert Wolf and Pete Zuffelato from Ragged Mountain Patrol. Commissioner Roberts made a motion to accept the minutes of 6/10/97 as written. Seconded by Vice Chairman Welch. All in favor. Motion carried. The Ragged Mountain Patrol people discussed painting the fire road up to the Mountain and noted the fact that it is on land owned by the Town. Mr. Wolf discussed an increase in activity by kids on the mountain including a knife stabbing, a snake bit and kids jumping off rocks and into the water. He further stated that the Patrol people need to have quick access to rescue people if needed. The Patrol will check with the BCC on future marking of trails. OLD BUSINESS A. USE OF TOWN LANDS The Ragged Mountain Preserve Subcommittee (Commissioners Schmidt and Roberts) discussed the first meeting and the potential need for a more structured parking area so that vehicles park in a safe manner. They also discussed making the entrance more attractive - possibly a picnic area with benches, etc. Chairman Schmidt related the discussion that took place with Brian Miller the Town Planner regarding complaints that the Town Council received about open space abuses (mainly rowdy kids, etc.). It is up to the BCC and other interested parties to bring out the good aspects of open space, and to supervise/monitor the open space as set forth by State Regulations. %iy printed on recycled paper -2- Copies of the Management Plan for Ragged Mountain Memorial Preserve draft were distributed. Chairman Schmidt requested that comments on the draft plan be made and brought to the next meeting. B. PAPER GOODS PROPERTY Copies of the environmental report on the dam are available. The structural engineering study is being performed at the present time. C. GREENWAY ACQUISITIONS Chairman Schmidt stated that the first meeting was held on 6/12/97 and officers were elected. Thirty two (32) members have joined thus far. The BCC needs to work closely with the MWA. D. FUND TO PURCHASE OPEN SPACE Chairman Schmidt discussed the BCC's comments to the Planning and Zoning's ordinance proposal regarding open space. The Town Council has directed the Ordinance Committee to write an open space ordinance. E. REVIEW ACTION ITEMS Vice Chairman Welch made a motion to move Greenway Acquisition and Development to the Action Item list. Seconded by Commissioner Spacek. All in favor. Motion carried. NEW BUSINESS A. GOLF COURSE PESTICIDE/HERBICIDE USE Vice Chairman Welch met with Al Hawkins. Mr. Hawkins stated, "We don't have a pesticide plan and in periods of extreme rain or dryness -we apply pesticides - using a minimal amount to keep down costs." Vice Chairman Welch met with Richard Russell, the Building Superintendent, and Mr. Russell stated that he has buildings in Town sprayed by a licensed vendor. We have been educated by Diane Jorsey regarding Integrated Pest Management and we expect that the Mattabassett Watershed Association will follow through with public education. -3- B. TIMBERLIN EXPANSION No new information. CORRESPONDENCE Our subscription to The Habitat expired. Vice Chairman Welch made a motion that we spend $50.00 to renew The Habitat subscription. Seconded by Commissioner Roberts. All in favor. Motion carried. The BCC received a notice regarding landfill being placed on CRP Property on Christian Lane. It was noted that we are now in the new budget year. The BCC spent 78% of their budget in 1996-97. The BCC received a letter from the Meriden Conservation Commission proposing Ridge Conservation Compact for review and input. Commissioner Spacek will make comments regarding this letter and present these to Chairman Schmidt. The BCC received a letter from Bonnie Therrien, Town Manager, regarding the "Conservation Development Policies Plan of 1998 - 2003" asking for the BCC to review it. A workshop regarding "Wetland Enhancement and Restoration and Creation" will be held on Wednesday, July 23, 1997.
